Duty Station: Home-based consultancy.Purpose of consultancy:UNFPA intends to conduct a cross-national ‘Youth Reproductive Choices Survey’ to understand young people’s reproductive aspirations and choices. The survey will be conducted online in approximately 50 countries with diverse geographic, demographic and development profiles, in collaboration with an implementing company with expertise in online surveys. Specifically, the survey will explore young people’s (aged 15-40 years) reproductive aspirations and intentions, barriers and enablers to the achievement of reproductive choices, and differences by country and socioeconomic factors. The survey is intended to provide insights for policy and programmes to support young people to achieve their reproductive choices.The preliminary results of the survey will be presented at the Second World Social Summit for Development in Qatar (4-6 November 2025). Following this, detailed results will be presented and discussed in a written report and disseminated in different fora.We are seeking a consultant to support the design and development of the survey questions on the above themes, work and liaise with a survey implementing company to ensure proper execution of the survey; analyse the results; and produce a report summarising the findings, including a PowerPoint presentation.There is likely to be a short extension to the consultancy in 2026 to finalise the report following feedback from the UNFPA team and External Advisory Board.Scope of work:The consultant will:
● Work with the UNFPA survey team to finalise the survey research proposal.
● Support the selection of an appropriate survey implementing company.
● Work with the UNFPA survey team to design and develop survey questions on fertility aspirations and intentions; barriers and enablers to reproductive choices; general life aspirations, anxieties and concerns among young people and related topics. The consultant will also work with and seek feedback from an Expert Advisory Committee.
● Work and liaise with a survey company (who will implement the survey) to advise on the key objectives, country selection, technical issues, and ensure adherence to the timeline.
● Support implementation of a pilot survey, analyse results in a small number of countries, and make any necessary amendments to the survey questionnaire.
● Analyse survey results and prepare a presentation on the preliminary findings for the Second World Social Summit for Development on 4-6th November 2025, in consultation with the UNFPA survey team.
● Produce a final report of the survey findings, including data visualisations
● Advise the UNFPA survey team on potential future uses and dissemination of the survey results.Duration and working scheduleStart date: 1 March 2025 End date: 31st January 2026The consultancy will be for a maximum of 90 days over the period.DeliverablesThe deliverables are as follows:● Finalised survey research proposal (16th March 2025)
● Support selection of survey company (31st March 2025)
● Pilot survey questionnaire developed (30th April 2025)[TBC pilot survey likely to be conducted in May 2025]● Work and liaise with a survey company (who will implement the survey) to advise on the key objectives, technical issues, country selection, and ensure adherence to the timeline (ongoing)
● Pilot survey results analysed and any necessary amendments to the survey questionnaire made (31st July 2025)[TBC final survey likely to be conducted in August 2025]● Final survey results analysed and PowerPoint presentation on the preliminary findings developed (31st October 2025)
● Report of the survey findings, including data visualisations produced (31st January 2026)
● UNFPA survey team advised on potential uses and dissemination of the survey results (31st January 2026)Supervisory arrangements:The consultant will report to the principal and co-principal investigators and maintain day-to-day interactions with the Project Manager.Monitoring and progress control:The consultant will regularly interact with the Principal Investigator and co-Principal Investigator of the survey to discuss and agree on key deliverables. They will be the main spokespersons of the survey.Expected Travel:
Possible travel to the 2nd World Social Summit in Qatar (4-6 November, 2025)Required Expertise and QualificationsKnowledge and Experience:
● 10+ years of professional experience developing survey questions and conducting quantitative analysis of survey data on topics related to young people’s fertility aspirations and behaviour, fertility determinants, barriers and enablers to reproductive choice, and related topics including transitions to adulthood.
● Demonstrated subject matter expertise in fertility and family demography research, young people, human rights, population dynamics, and social studies;
● Demonstrated expertise in survey design;
● Demonstrated expertise in quantitative data analysis, including data visualisation;
● Demonstrated experience in coordinating the implementation of complex research projects;
● Demonstrated expertise in authoring reports for policymakers;
● Excellent communication skills in spoken and written English;
● Strong interest in development work, especially the mission of the United Nations Population Fund and dedication to the principles of the United Nations.Languages:
