OVERVIEW OF THE FUNCTIONS OF THE POST

BACKGROUND

The UNESCO Institute for Statistics (UIS) is the statistical branch of the United Nations Organization for education, Science and Culture. The 2009 UNESCO Framework for Culture Statistics (FCS) was produced in order to provide countries with a global standard that provides a foundation for the development of cultural statistics https://uis.unesco.org/sites/default/files/documents/unesco-framework-for-cultural-statistics-2009-en_0.pdf.

Since 2009, there has been advancement in the measurement of culture phenomena as well as the statistical tools used. In addition, global initiatives such as the 2030 Sustainable Development Goals Agenda, the 2021 International Year of Creative Economy for Sustainable Development and the MONDIACULT 2022 Declaration (World Conference on Cultural Policies and Sustainable Development – MONDIACULT Mexico 2022) have provided direction on emerging and future policy priorities in the culture sector.

As such the 2009 UNESCO FCS needs revising to reflect these advancements in the field as well as consider emerging statistical themes. The revision process led by UIS includes the production of a position paper titled Understanding the challenges for the update of the 2009 UNESCO FCS, the establishment of a UNESCO FCS Expert Group and the conducting of a global consultation.

It is envisioned that the new UNESCO FCS will consist of 2 components: i) a conceptual component that provides the standard concepts, definitions, and classifications and ii) a classifications guide to the UNESCO FCS. The UIS will lead the production of the classifications guide in parallel.

OBJECTIVE

The UIS is looking for a consultant to lead the production (writing) of the new UNESCO FCS – Conceptual Component. The document will range from 50 to 75 standard pages in length inclusive of all tables and diagrams.

Under the overall administrative authority of the Director of the UNESCO Institute for Statistics (UIS), and the supervision of the Head of Science, Culture and Communication Statistics, and working closely with the UIS culture statistics team, the consultant will perform the following tasks:

1. Produce a first draft of the new UNESCO FCS – Conceptual Component – that will consider the results of the FCS position paper and the recommendations of the UNESCO FCS Expert Group. The first draft will be the basis for the global consultation.
2. Produce a second draft incorporating the results of the global consultation process and feedback from the UNESCO FCS Expert Group.
3. Produce the final document considering the final recommendations of the UNESCO FCS Expert Group.

DELIVERABLES:

a. First draft document (30 May 2024)
b. Second draft document (30 September 2024)
c. Final document (15 December 2024)

TRAVEL

It is expected that the consultant will attend an in-person meeting of the UNESCO FCS Expert Group in October 2024. UIS will pay a lump sum for travel and allowance in accordance with its rules and regulations.

REQUIRED QUALIFICATIONS

EDUCATION:

An advanced university degree (Master or PhD degree or equivalent) in the field of social sciences, economics, or statistics preferably with a specialization in cultural economics or cultural statistics or in a closely related field of social sciences with a substantial applied statistics component is desirable.

EXPERIENCE:

10 years of relevant full-time work experience in culture statistics and methodology is essential.

LANGUAGE:

Excellent knowledge of English.

SKILLS/COMPETENCIES:

– Ability to collaborate effectively with others.
