Description of the Assignment:
The Extended Producer Responsibility (EPR) Act of 2022 or Republic Act 11898 passed into law in July 2022, with its Implementing Rules and Regulations issued in January 2023. The EPR Act is an amendment to the Ecological Solid Waste Management Act, which “institutionalizes the extended producer responsibility mechanism as a practical approach to efficient waste management, focusing on waste reduction, recovery and recycling, and the development of environment-friendly products that advocate the internationally accepted principles on sustainable consumption and production, circular economy, and producers’ full responsibility throughout the life cycle of their product.” This supports the country’s achievement of its Nationally Determined Contribution (NDC) with circular economy and sustainable consumption and production have been identified as key mitigation measures against climate change.
The Department of Environment and Natural Resources (DENR) is the lead agency of government implementing the EPR law and, as such, is actively enjoining enterprises to register their respective EPR programs. Following significant increase in EPR submissions in 2023, the DENR is stepping up its efforts to promote compliance of obliged enterprises and facilitate partnerships to ensure effective implementation of the law.
The UNDP, including through the Accelerating NDC through Circular Economy in Cities Project (ACE), has been supporting DENR in the operationalization of the EPR Act and in the development of the LOOPFORWARD campaign.
Period of assignment/services 40-person days
