Education Cannot Wait (ECW) is the first global fund dedicated to education in emergencies and protracted crises. It was established in 2016 during the World Humanitarian Summit by international humanitarian and development aid organizations, along with public and private donors, to help reposition education as a priority on the humanitarian agenda, usher in a more collaborative approach among actors on the ground and foster additional funding to ensure that every crisis-affected child and young person is in school and learning. ECW recognizes the need to adopt a systematic and proactive approach to managing its risks, in alignment with its strategic objectives and stakeholder expectations.

How can you make a difference?

The objective of this assignment is to work under the guidance of the Risk & Compliance Manager in ECW’s SPA team to develop a set of key risk management documents that will inform ECW’s risk management practices as far as corporate and portfolio risk management are concerned. The main outcomes of this consultancy will be a finalized set of documents and learning materials prepared and delivered to the SPA team on time and to a high-quality standard, aligned with the principles set out in key risk management frameworks such as the COSO Enterprise Risk Management framework and the ISO:31000 framework. Key components will include:

  • A Risk Management Policy that defines the scope, principles, roles, and responsibilities of risk management within ECW.
  • A risk reporting system that includes the design and development of new risk reporting templates, formats, and frequency, as well as risk escalation and communication protocols.
  • Risk management guidelines that provide the methodology, tools, and processes for identifying, assessing, treating, monitoring, and reporting risks at different levels and functions of ECW.
  • A risk management learning programme to introduce the new policies and procedures to ECW personnel and its partners.

Deliverable 1:

  • Prepare an ECW Risk Management Policy
  • Hold discussions with ECW’s SPA team and review relevant background information to understand the context of this assignment and requirements for developing a Risk Management Policy as well as Deliverable 2 and Deliverable 3.
  • Draft an ECW Risk Management Policy based on the requirements agreed with the SPA team and the principals of the relevant COSO and ISO frameworks (Enterprise Risk Management Framework and ISO 31000 respectively), (MS Word document in line with ECW branding that can be uploaded to ECW’s website), as well as inputs from the Finance & Operations section and other ECW Secretariat teams as needed. A risk appetite statement can be included in the Policy or developed separately.
  • Work with the SPA team to circulate the draft ECW Risk Management Policy both internally within the ECW Secretariat and key external stakeholders, including donors and implementing partners, for feedback. This deliverable and deliverable 2a may include traveling to NYC (trip duration approximately 2 weeks).
  • Finalize the ECW Risk Management Policy (and risk appetite statement if developed separately) using ECW branding guidelines and submit to the SPA team.

Deliverable 2:

Update risk reporting templates * Further to the review of background documents undertaken under Deliverable 1a, review relevant templates of i) portfolio risk reporting including risk assessment templates and ii) corporate risk reporting including the ECW Corporate Risk Register and discuss requirements for updating those templates with the SPA team.

  • Prepare an updated i) risk assessment template, ii) portfolio risk report template, and iii) corporate risk register template based on the requirements agreed with the SPA team, including automation functionality, and the requirements set out in the ECW Risk Management Policy (MS Word or MS Excel documents in line with ECW branding that can be uploaded to ECW’s website and grants database), with inputs from other Secretariat teams as needed.
  • Work with the SPA team to circulate the updated templates with ECW Secretariat contacts identified by the SPA team as well as implementing partners, for feedback. Organize a half day workshop with the ECW Education Team and grantees to obtain feedback on the templates.
  • Finalize the four templates set out under (2) above and submit documents to the SPA team.

  • Prepare two risk management guidance documents for i) grantees and iii) ECW Secretariat, based on requirements agreed with the SPA team (Word documents in line with ECW branding that can be uploaded to ECW’s website).
  • Receive feedback from the SPA team on the documents prepared. Use this feedback to the above two documents and submit to the SPA team.

Prepare learning programme for ECW and grantees * Prepare learning materials for i) ECW staff, consultants and interns and ii) ECW grantees to include a) a PowerPoint presentation communicating the new policies and procedures (ECW Risk Management Policy, updated templates, guidance), b) information of roles and responsibilities of groups i) and ii) above, and c) a video walkthrough of how each of the above two groups is required to complete relevant templates/documents.

  • In coordination with the SPA team, finalize those learning materials and submit to the SPA team.

To qualify as an advocate for every child you will have…

  • An Advanced university degree (Masters) in risk management, internal audit, social sciences, international development, public administration, or other related fields.
  • A minimum of 8 years of progressively responsible professional experience in risk management, internal audit or risk management consulting.
  • Experience in developing risk management policies, procedures and guidance for a global organization, preferably a United Nations or other development or Education in Emergencies organization.
  • Very strong analytical and document drafting skills using Microsoft Word and Excel.
  • Very strong written and oral communication skills, with the ability to summarize complex information into ‘plain English’.
  • Experience in: i) working with internal and external stakeholders to gather feedback on draft policies, procedures, and guidance notes; ii) synthesising feedback in a time-sensitive but thorough fashion; and iii) setting out a clear vision for next steps.

Ability to work to strict deadlines and work autonomously to meet consultancy timelines. * Experience of working in risk management or internal audit in the United Nations, an international development entity or a humanitarian entity.

  • Experience of working in the field of education and/or Education in Emergencies.
  • Experience of working in fragile and conflict-affected states.
  • Experience of working in risk management or internal audit with an ECW partner.
  • Fluency in English (written & verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish), particularly French, is desirable.
