JOB PURPOSE

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

In Asia and the Pacific, WFP supports school feeding programmes in 15 countries, playing a dual role of supporting direct implementation as well as providing technical assistance and country capacity strengthening.

Evidence shows that effective human capital development requires investments throughout the first 8,000 days of life. The Government of Indonesia (GOI) aims to achieve a Golden Generation with good knowledge, insight, and skills when Indonesia is 100 years old in 2045. This generation is currently at the primary school age to the higher education level, from 7 to above 18 years old. Schools can serve as a platform for health, nutrition, and education interventions, thereby shaping future generations.

In 2021, WFP Indonesia launched its Country Strategic Plan (CSP) 2021-2025, which is fully aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 and the Government’s Medium-Term Development Plan (RPJMN) 2020-2024. Through its CSP, WFP engages in policy dialogue and provides technical assistance in partnership with and support of the Government of Indonesia to achieve its mid-term and long-term SDG targets with a focus on Food Security and Nutrition Analysis, Social Protection, Disaster Preparedness and Climate Change Adaptation, and addressing malnutrition through healthy diets, and food systems transformation.

The programme portfolio under the incumbent here contributes directly to the achievement of CSP Strategic Objective 3, namely, “By 2025 populations at risk of multiple forms of malnutrition benefit from increased national capacity to design and implement programmes that enhance access to and promote positive behaviours on healthy diets and prevent stunting and other nutritional deficiencies”.

To support the Government of Indonesia with ongoing school nutrition activities, and large-scale school nutrition and feeding programmes, in line with its Global School Feeding Strategy (2020-2030), WFP Indonesia will collaboratively help gather national and international expertise in support of designing and implementing quality school nutrition and feeding programmes of maximum coverage, adequacy and effectiveness.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION: 
• Master’s degree in supply chain management and logistics, economics, agricultural economics, sustainable food systems, development or related field; or a different focus of studies with long-time experience in supply chain.

 

EXPERIENCE:
• With 10 years of relevant progressively responsible experience in government capacity strengthening to enhance supply chains of large government programmes
• Experience with policy analysis and strategic planning processes
• Experience in analysing and supporting the implementation of end-to-end supply chain operations
• Work experience with international organizations, donors, foundations, national governments, and private sector involved in food supply chain and food systems in development contexts, preferably in Asia  
• Experience with multi-stakeholder consultations or processes

 

KNOWLEDGE & SKILLS:
• Excellent understanding of supply chain management both in the commercial and humanitarian/development field in the context of strengthening the national systems 
• Excellent analytical communication skills and ability to summarize large amounts of information and synthesize the main points 
• Advocacy and networking skills with a broad range of stakeholders including government, private sector, civil society, academia, NGOs and development partners  
• Operational experience supporting the design and implementation of public programmes 
• Strong organizational and project management skills and ability to work with high degree of autonomy  

 

LANGUAGE:
• Fluency (level C) in English language, Bahasa Indonesia is an added asset. 

ORGANIZATIONAL CONTEXT

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall guidance of the Country Director and Team Lead, the consultant will support the design and implementation of large scale school nutrition and feeding programmes by planning for and carrying out supply chain country capacity strengthening activities and the generation of purposive evidence to support government decision-making. 

In particular, during this eleven-month contract, the consultant will focus on the implementation of the following activities: 

 

1.Lead Supply Chain Country Capacity Strengthening (SC CCS) engagement for the design and implementation of large scale school nutrition and feeding programmes

1.1 Lead WFP SC CCS efforts to identify where capacity strengthening approaches can be usefully employed; formulate jointly with national actors a capacity strengthening action plan tailored to the national context and strategies; and carry out key components of the capacity strengthening actions.
1.2 Foster strong relationships with national counterparts through transparent communication and support in defining, designing, and leading engagements that contribute to strengthened supply chain systems for the implementation of school nutrition and feeding programme.
1.3 Conduct a desk review of national policy and regulatory framework documents related to national supply chain systems and identify risks and mitigation actions as relevant to the implementation of the school nutrition and feeding programme. 
1.4 Lead efforts that aim to support the Government of Indonesia to plan and implement supply chain operations for timely, cost-effective delivery of commodities and services. 

 

2. Cross-functional collaboration and integration  

2.1. Support the School Nutrition and Feeding Programme coordinator and collaborate with non-SC staff of the country office (school feeding, nutrition, etc.) to ensure that supply chain capacity strengthening efforts in cross-functional domains are streamlines, and to identify opportunities for synergies, and so that capacity strengthening approaches, methodologies and monitoring are consistent.  
2.2 Proactively provide strategic guidance to management to ensure that capacity strengthening approaches are clearly and appropriately articulated and aligned to the overall CSP strategy of the country office and are supported by appropriate resource mobilisation proposals.   

 

3. Partnerships 

3.1 Review existing food systems coordination mechanisms including food supply chain coordination platforms (teams, task forces, working groups) and key stakeholders’ engagement and challenges, and opportunities.  
3.2 Identify key stakeholders supporting the Government and review their mandates, roles, and strategies in order to assess potential gaps and opportunities for WFP’s engagement in supply chain.
3.3 Build and maintain productive partnerships with key counterparts amongst government stakeholders and other national organizations, UN agencies, NGOs and private sector to share operational knowledge contributing to coordinated and cost-effective supply chain operations 
3.4 Facilitate stakeholder consultations at national and subnational level with representatives from identified key ministries and agencies to understand their priorities, plans, and areas of required support or collaboration relevant for WFP. 

 

4. Evidence generation and knowledge management 

4.1 Contribute/Lead efforts to monitor and evaluate how WFP Supply Chain contributes to strengthened national supply chain capacities for the implementation of large scale school nutrition and feeding programmes.

 

5. Provide any other support as required for the achievement of the aforementioned objectives of WFP Indonesia country office.
