A core outcome of the consultant’s work will be the successful organization of at least two in-person meetings of the FfD4 expert track on international development cooperation. These meetings, supported by well-prepared agendas, concept notes and engagement activities, will provide a platform for deep and focused discussions on key issues to effectively inform deliberations by Member States in the context of FfD4. Additionally, the consultant will lay the groundwork for ongoing engagement of experts in key areas of development cooperation beyond the Conference to facilitate expert engagement and support in the follow-up process.Work LocationHome BasedExpected duration7 MonthsDuties and ResponsibilitiesBackground and Objectives: In resolution 78/231 “Follow-up to and implementation of the outcomes of the International Conferences on Financing for Development”, the General Assembly decided to convene a fourth International Conference on Financing for Development (FfD4) in 2025. Member States will identify obstacles and constraints encountered in the achievement of the Addis Ababa Action Agenda, as well as actions and initiatives to overcome these constraints. They will also address new and emerging issues, including in the context of the urgent need to accelerate the implementation of the 2030 Agenda for Sustainable Development, the achievement of the Sustainable Development Goals and to support reform of the international financial architecture. In early 2024, an intergovernmental preparatory committee decided that the preparatory process would include up to five sessions in advance of the Conference itself in Spain from 30 June – 3 July 2025. The first and second sessions of the preparatory committee have been held in Addis Ababa from 22-26 July 2024, and in New York from 3-6 December 2024, respectively. To support member States in their deliberations, FSDO, serving as the substantive secretariat for the Conference, launched several initiatives to strengthen the availability of the latest thinking, guidance and proposals on priority issues on the finance agenda. These supplement meetings and events of the official preparatory process, and mandated reports such as the Financing for Sustainable Development Report 2024, and reports of the Secretary-General. Among the areas identified as requiring additional insights is international development cooperation, for which a dedicated expert track has been established. In view of this, FSDO will engage a consultant to lead the coordination of this expert track, and to maintain active expert engagement on relevant topics ahead of, during, and after FfD4. The consultant will work closely with the substantive lead on international development cooperation within the Policy Analysis and Development Branch of FSDO, as well as support other colleagues working on this topic in the office. Work Assignments: Under the supervision of the Chief of the Policy Analysis and Development Branch, and in consultation with FSDO staff as relevant, the consultant will be responsible for the following work assignments: 1. Policy engagement around the FfD4 expert track on international development cooperation a. Design and implement engagement and outreach activities among experts and with member states on ideas and insights arising from expert groups discussions via written and oral exchanges, meetings, and other relevant policy engagement activities b. Review background papers to be commissioned as part of the expert track on international development cooperation, provide comments and feedback to expert consultants working on them, and regularly liaise with them to ensure coherence with the overall work of the expert track and broader FfD4 priorities c. Provide inputs to other tasks as needed. 2. At least two in-person meetings of the FfD4 expert track on international development cooperation, and coordination of experts’ participation at FfD4 and at other relevant events a. Organize at least two in-person meetings of the FfD4 expert track on international development cooperation b. Set agendas, prepare concept notes and other background materials to support effective expert discussions during meetings, at FfD4 and at other relevant events, in collaboration with the substantive experts in FSDO c. Liaise with experts ahead of and in between meetings and events, to ensure active participation and engagement on identified topics for discussion d. Contribute to coordination tasks as needed, including logistics to secure participation of experts and member states in meetings and other related events, such as the Development Cooperation Forum, events in the FfD4 preparatory process and FfD4 itself. 3. Expert engagement on international development cooperation beyond FfD4 a. Map relevant commitments on international development cooperation arising from the FfD4 outcome document, and identify issues where ongoing expert engagement may be particularly beneficial b. Provide input in the development of a follow-up framework on international development cooperation to guide monitoring efforts beyond the Conference. 4. Undertake other tasks as required by the Office in relation to international development cooperation and FfD4.Qualifications/special skills

  • Advanced university degree (master’s degree or equivalent) in development studies, international relations, economics, finance, political science or a related field is required. A first-level university degree, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree. • A minimum of 10 years of experience in the field of sustainable development and/or financing for development, including financing policy and analysis. • Previous work experiences at the United Nations or another international organization in particular engaging with experts and/or member states, and preparing background documents for their consideration is desirable. • Excellent interpersonal, communication and drafting skills.

LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is desirable.
