Job Description:Association of Southeast Asian Nations (ASEAN) Program Manager:This position requires an active Secret clearance to be considered.The candidate will provide program coordination and management support of capacity building programs (i.e. workshops, training, and technical assistance) including planning, budgeting, coordinating, implementing, and monitoring and evaluation support and oversight for the Bureau of East Asia and Pacific Affairs (EAP) under the Department at State. The ASEAN Program Coordinator/Manager will be responsible for designing, managing, and executing foreign assistance programs for ASEAN civil society members and government officials.Compensation & Benefits:

  • Manages the ASEAN Regional Forum (ARF) programming portfolio, which includes the design and implementation of large-scale workshops,, liaising with Department of State, interagency, and foreign interlocuters, and overseeing logistics for ARF meetings and workshops.
  • Manages the U.S.-Singapore Third Country Training Program (TCTP) which jointly conducts economic, political, and social capacity building courses for Southeast Asian countries, in particular those in the Mekong Sub-Region.
  • Manages the Science, Technology, Innovation Cooperation program with implementing partners which aims to strengthen and increase national and regional cooperation between ASEAN member states and the U.S. government on science and technology issues.
  • Works with Office Units and Leadership to design, develop, and execute additional programming that is pertinent to ASEAN as needed. This includes coordinating with the FA Unit on program design and metrics, and to support travel of experts or participants for EAP/MLA programs and the preparation and implementation of grant/contract commitment mechanisms for all EAP/MLA-managed programs, whether in the region or in the United States.
  • As a member of the Foreign Assistance team, supports EAP/MLA’s Foreign Assistance team as a back-up for the Foreign Assistance Unit Chief, as needed and assist with annually MLA events, such as the ASEAN Ministerials and Summits.
  • Drafts solicitations for proposals and evaluating submitted concept notes and proposals, including technical and budget sections.
  • Coordinates the travel and other logistics for U.S. Government personnel participating in program-funded activities.
  • Regularly monitors how implementing partners’ content is created, organized, and named to ensure compliance with U.S. government standards. Uses that information to collect and report on indicators of success, collaborating closely with the Interagency, and other offices as appropriate.
  • Collects data on programs as needed from implementing partners, Posts, participants, member country governments, and interagency members with the goal of documenting and raising the profile of program activities and outcomes.
  • Contributes to the assessment of and reporting on the accomplishments of program goals, objectives, priorities, and outcomes established by the Department, bureau, office, statutes, or executive order by collecting, assessing, and disseminating programmatic information and performance analysis from implementing partners. Collects and disseminates assessments as appropriate to office colleagues, EAP, and others, including via SharePoint, to ensure compliance to standards.
  • Creates regular opportunities for MLA staff to share best practices, ideas, suggestions, or other knowledge on outcomes from programming and ensures those are incorporated into future program design.
  • Conforms to all United States Government rules, regulations, and policies.
  • Up to 50% CONUS and OCONUS travel may be required.
  • Other duties as assigned.

Association of Southeast Asian Nations (ASEAN) Program Manager: Experience, Education, Skills, Abilities requested:

  • BA degree.
  • Two (2) years of experience with government management policies and procedures, government accounting and reporting, contracting and procurement, and restrictions on programming stemming from Congressional provisions (or equivalent).
  • Three (3) years of experience in the development and implementation of foreign assistance capacity-building programs, multi-tasking complex projects and processes, requiring interpersonal and customer service, writing, analytic, problem-solving, and computer skills experience (or equivalent).
  • Project Management Professional (PMP) certification suggested but not required
  • Basic knowledge of Department of State procedures.
  • Experience with the Microsoft Office Suite (Outlook, MS Teams, Word, etc.)
  • Ability to obtain and maintain a suitable security clearance and DoS badge.
  • Ability to manage implementation of multi-country development- and policy-focused programs.
  • Ability to communicate and work cooperatively and effectively with a diverse range of stakeholders including but not limited to other Department Bureaus, other U.S. agencies, Embassies and USAID Missions in the region, Congress, foreign interlocuters and other partners.
  • Shall be familiar with government budget processes.
  • Upon entry to MLA, and in discussion with office leadership, shall obtain any additional outstanding certifications as required.
  • Must pass pre-employment qualifications of Cherokee Federal.
  • This is a hybrid work environment with up to three days per week required in the office.
