SummaryThis position is located within the Department of Compact Operations (DCO), Millennium Challenge Corporation (MCC). The Country Director (CD) will be physically based in Washington DC for the first part of the term (approx. 36 months) and assigned to the European country for the remainder of the term.Although the position is advertised equivalent to SES/SL in pay, MCC uses a pay banded system to compensate employees. As a Country Director (Europe) you play a critical role in the compact’s success by:

  • Provides ongoing guidance, advice, technical feedback, and support on compact development and implementation issues to the compact country.
  • Manages MCC’s day-to-day operational relations with compact countries, including providing guidance to the government officials and non-government stakeholders on MCC’s investment criteria and standards, and agency processes and procedures.
  • Provides advice and guidance on complex operational issues affiliated with the development and implementation of long-term international assistance programs for developing countries.
  • Provides oversight to all Compact development and implementation activities, including capacity building, construction, policy reform and other project implementation activities.
  • Leads multidisciplinary country team(s) to design and plan economic growth projects; and leads management of the MCC Resident Country Mission upon program implementation, including supervising a Deputy Country Director (DCD).
  • Manages, supervises, and reports on MCC’s in-country presence, including procurement, staffing, budgeting, financial, and asset management needs.
  • Manages the annual administrative budget allocated to compact development and implementation, including travel.
  • Advises and supports MCA on tracking, analyzing and developing budget and procurement processes, and creating systems, processes, and reports that facilitate ongoing monitoring and assessment of progress on Compact implementation.
  • Provides guidance to government officials and other stakeholders on MCC’s investment criteria, processes and procedures to ensure the development and effective implementation of economically viable investments to reduce poverty through economic growth.
  • Represents the agency to governments, the private sector, nongovernmental organizations (NGOs), academia, and civil society.
  • Exercises supervision over subordinate staff. Ensures a continuing affirmative application of MCC policies concerning equal opportunity.
  • Performs other related duties as assigned.

QualificationsTo qualify for pay band 2D you must meet the following:Applicants must have ten (10) years of relevant work experience in developing countries, either in the private sector or with an international financial institution, multilateral organization, international or local NGO, the USG or other internationally- focused entity.Examples of specialized experience includes: experience providing guidance, advice, technical feedback, and support on the development and implementation of large multi-year international development programs ; experience providing oversight to development and implementation activities of large multi-year international development programs, including capacity building, construction of infrastructure, policy reform and other project implementation activities; experience managing activities such as procurement, staffing, budgeting, financial, and asset management needs; and, experience representing an agency to governments, the private sector, nongovernmental organizations (NGOs), academia, and civil society. Note: This experience MUST be well documented within your resume or application.HIGHLY DESIRED: Experience working in developing countries, in particular any prior work experience in a developing economy in Europe.ADDITIONAL REQUIREMENTS:A successful candidate for the Country Director position must be able to interact effectively with others, both within the assigned country and with MCC headquarters. In-country, continuous communication with the U.S. Embassy and the host-country government, including at very senior levels, is required. Electronic communication is the most common method of communications with MCC headquarters, and candidates should note their level of proficiency in specific software packages and internet uses. MCC expects both oral and written communications to be clear, accurate, and articulate.PART-TIME OR UNPAID EXPERIENCE: Credit may be given for appropriate unpaid and or part-time work.
