Duration: fixed term contract 1 year – Starting early February 2025

 

Conditions:

  • Contract under Pakistani Law
  • Monthly gross salary of €2,800
  • Health insurance and social charges according Pakistani labour law, supplemented by the internal TGH regulations to be put in place

TGH background

Founded in 1994, TGH is a French association for international solidarity based in Lyon. It designs and implements emergency, rehabilitation and development programmes in the fields of water, hygiene and sanitation, food security and rural development, socio-education and psychosocial support. TGH is currently active in 13 countries in Africa, Europe and Asia.

 

Context

Pakistan faces major challenges in terms of humanitarian aid and development, against a backdrop of continuing security and political tensions.

 

Poverty, inequality and limited access to basic services persist, particularly in rural areas. Inadequate healthcare, education and sanitation contribute to social and economic vulnerability. The country is highly exposed to natural disasters such as floods and droughts, which displace populations, damage basic infrastructure and disrupt livelihoods. Pakistan was thus severely hit by heavy torrential rains and flash floods in summer 2022, killing hundreds of people, causing considerable damage to infrastructure and housing, destroying the livelihoods of tens of thousands of households, and exposing millions of people to water-borne diseases and widespread food insecurity.

 

In this context, Pakistan’s agricultural sector, which contributes 23% to the country’s gross domestic product and employs around 38% of the working population, is particularly vulnerable to climate change and many other problems. With frequent droughts and floods leading to crop losses, higher production costs and soil erosion, family farming, which plays a crucial role in Pakistan’s economy, faces a number of development challenges that must be addressed too.

 

 

Presentation of the mission

The decision to begin the process of establishing TGH in Pakistan was taken at the end of 2022, and formally approved by TGH’s Board in early 2023. It was triggered by the massive floods that struck Pakistan in 2022, severely affecting more than a third of the country, and by the desire to extend TGH’s intervention and expertise to other regions of the world. TGH’s presence in Pakistan is therefore fairly recent, and after an initial project with the Pakistani NGO UGOOD on hygiene awareness campaign in areas affected by the floods in Sindh, TGH is now signing a contract with AFD for the project “GROW-Pak: creating resilient opportunities for women and youth in Gilgit-Batistan” with ASF -Agribusiness Support Fund, as implementing partner.

 

While this project is just getting underway, TGH’s presence in Pakistan remains to be formalized, the team to be built and the activities to be developed in order to begin, solidify and sustain our presence.

 

Position

 

The Country Director will have the mission of launching TGH activities Pakistan, by structuring the country representation from a logistical, legal, HR and communication point of view.

 

Under the direct supervision of the Desk Manager at HQ (Lyon), the Country Director (CD) will be responsible for the initiation, development, planning, supervision and quality of the programmes implemented in Pakistan by TGH, will draw up the mission’s strategy and recruit the resources needed to run it

 

He/She will have overall responsibility for TGH’s operations in Pakistan and for the mission’s staff.

 

He/she will directly manage the team, which currently consists of a single person (OSO-Operations Support Officer), and will be responsible for recruiting most of the other employees (programme coordinator, MEAL manager, administrative/financial manager, etc.).

 

General supervision of the mission and representation

  • Represents TGH in Pakistan, in particular with national authorities, national project partners, donors, humanitarian coordination mechanisms, UN agencies and other INGOs
  • Ensures full registration of TGH in the country
  • Ensures compliance with Pakistani laws, procedures and regulations applicable to the INGOs working in the country
  • Ensure an appropriate level of visibility of the organization with the national and local authorities, as well as with donor representatives in the country and with Pakistani implementing partners
  • Monitor and analyse the political, humanitarian and socio-economic context
  • Ensure efficient internal coordination at mission level and with HQ
  • Ensure efficient distance management between the coordination and field bases when applicable
  • Ensures TGH appropriate level of coordination into specific clusters and working group
  • Ensures an appropriate level of coordination with others NGO working in the field

 

Human resources

  • Plan and participate in the recruitment of staff (national staff for the current AFD-funded project first)
  • Ensure the full respect of the administrative, financial and logistics procedures
  • Ensures efficient internal coordination at mission level and with HQ through regular internal coordination meeting
  • Organizes, coordinates and supports the TGH team on a daily basis.
  • In coordination with the HQ-based Desk Manager, defines the team’s setup
  • Ensures performance management for staff under direct supervision according to the internal guidelines
  • Ensure a good work atmosphere and team building into the mission.

 

Security management

  • Monitors the national context (political, security and socio-economy) and maintains regular communication with HQ
  • Develops a TGH security package tailored to Pakistan and oversee regular updates
  • If required, conducts security assessment on the field
  • Develops and ensures in particular that internal guidelines are translated (in national language)
  • Ensures that TGH is fully included in the existing security information and coordination mechanisms, such as the UN, the French Embassy etc.
  • Manages security incidents and crises, in coordination with HQ, French embassy etc.

 

Definition and implementation of mission strategy

  • Defines and/or updates the general strategy of the mission related to context changes, using the TGH tools
  • Implements and orientates program activities to the strategy
  • Coordinates and/or conducts assessment and exploratory missions
  • Supervises the good Identification, implementation, and development of partnership agreement and follow up with local NGOs

 

Fundraising

  • In coordination with the HQ-based Desk Manager, identifies and actively pursues new funding (and co-funding) opportunities
  • Identifies call for proposals or tenders related to TGH intervention sectors
  • Coordinates and/or supports writing proposals of new projects

 

Program

  • Ensures overall overview on the logistic and financial situation of the mission, and budget-related issues of the projects
  • Ensures overall coordination, follow-up and quality of the ongoing projects with the team
  • Coordinates the production of qualitative and in-time donor reports (narrative and financial) with the team and HQ
  • Participates and supports the team in case of audit
  • Develop and ensure accountability mechanism are in place (PSEA, FCM …) and TGH policies

Profile

  • Pakistani national
  • At least 3 years of experience with a humanitarian NGO including at least 1 year in a coordination position in emergency context and/or experience in opening a mission in a country
  • Good knowledge of the humanitarian and development environment of Pakistan (NGOs, UN, main donors)
  • Good security management skills, experience in challenging security environments
  • Good communication and writing skills in English
  • Proven experience in networking, fundraising and writing project proposals
  • Experience in project management
  • Experience in partnership building and management with local CSO/NGO partners and Pakistani government
  • Good organizational, planning, diplomatic, and problem-solving skills, effective decision-maker
  • Strong leadership and staff management skills, with experience in managing diverse and multidisciplinary teams
  • Diplomatic, positive and constructive approach
  • Experience of leading efficient and transparent financial management processes
  • Ability to speak and communicate to different audiences: donors, partners, cluster, staff and beneficiaries.
