Deputy Programme Manager – Support  

Full Time, Permanent position

Location: Kabul, Afghanistan (with regular travel to unit operations)

Salary: £45,000 – £50,000 dependent upon experience

With approximately 2,300 staff, Afghanistan continues to be HALO’s largest programme and is currently operating in 24 of Afghanistan’s 34 provinces, spanning every region of the country. Country-wide operations are run from a headquarters in Kabul and supported by five demining units with regional offices in: Balkh, Ghazni, Nangarhar, Helmand, and Kandahar. The programme is conducting risk education, survey, explosive ordnance disposal, IED clearance, conventional weapons destruction and ammunition disposal. After more than 40 years of conflict, the Soviet legacy is now a small percentage of the overall problem, with most of the work now focused on Taliban IEDs and NATO munitions.

 

About the Role:

As a senior leadership role, the DPM Support’s primary responsibility is to lead, manage and motivate all Logistics, Fleet, Medical, and internal physical Communications activities on a large, geographically dispersed programme. The DPM Support will review, assess and, over time, improve existing support systems. There will be a requirement to train new and existing staff and develop the support capacity of the programme. The successful individual will have a mandate to develop these departments in line with programme and organisational strategies, and in support of all programme operations.

Key Working Relationships: The DPM Support will report directly to the Programme Manager and will work closely with DPM Operations and the Heads of Finance, HR & Partnerships, as well as the managers of the teams for which they are responsible. He/she will also actively engage with UK HQ Logistics, Fleet and Medical departments.

 

RESPONSIBILITIES

Overall

  • Ensure Support Services teams are fit for purpose to support ongoing programme and organisational strategic objectives.
  • Oversee and provide leadership and mentorship to all support services (Logistics, Fleet, Medical, Communications) and contribute to their smooth and effective cooperation between teams and other departments.
  • Line management of all Support Services Managers.
  • Participate actively in country programme management and strategy meetings with other members of the senior management team.
  • Assist the PM to ensure strict and consistent application of HALO rules and regulations and ensure the implementation of clear accountability mechanisms and processes, particularly for procurement.
  • Regularly visit HALO locations to check that standards are well maintained in all departments and where required suggest improvements.

Requirements

Who we’re looking for:

SKILLS AND EXPERIENCE

Required

  • University degree.
  • Previous commercial or INGO experience in a senior support / logistics role in an international setting in organisations of +1,000 staff, with budgets >$20 million.
  • Significant experience in procurement and tender processes.
  • Proven experience working in an Enterprise Resource Planning (ERP) system, including supply chain, finance, and information systems. Strong IT skills.
  • Resilient, adaptable, and able to work comfortably in a high security setting.
  • Demonstrated management and leadership skills.
  • Collaborative working and communication style.
  • Fluent English speaker with very strong written English.
  • Strong numeracy skills and data analysis skills.
  • Good cultural awareness, able to adapt to collaborating with different people.
  • A self-starter, able to organise and manage their own time and lead a team to deliver quality work in a timely fashion.
  • A practical and adaptable person, prepared to work in a challenging and fluid operating environment.

Desirable (not essential)

·       Previous work experience in high threat environments.

·       Experience in humanitarian mine action.
