POSITION ADVERTISED DEPUTY PROJECT MANAGER

The Adventist Development and Relief Agency (ADRA) is a global humanitarian organization with a mission to work with people in poverty and distress to create just and positive change. ADRA Somalia belongs to the world wide network, comprised of more than 130 supporting and implementing country offices. ADRA Somalia is seeking to recruit a DEPUTY PROJECT MANAGER to be based in Banadir Regional Administration (BRA) with regular movement to other project locations within Somalia.

Overview
We are seeking a highly motivated and experienced Deputy Project Manager to join our dynamic team. The ideal candidate will have a proven track record of managing donor-funded projects across diverse sectors, with strong skills in planning, implementation, and monitoring. This role requires a proactive leader who can support the Project Manager in achieving project objectives, enhancing local capacities, and ensuring effective delivery of services.

Responsibilities:
• Lead the implementation of projects across various sectors, ensuring alignment with project guidelines and donor requirements.
• Build the capacity of local partner organizations to enhance project delivery and sustainability.
• Periodically review and evaluate project plans, recommending strategies for improved performance and adapting goals as needed.
• Oversee data collection and maintain comprehensive records on key indicators across all project sites.
• Prepare detailed monitoring and evaluation (M&E) reports and provide insights to the Program Manager on project performance.
• Support the Project Manager in assessing technical progress, tracking schedules, and managing project budgets effectively.
• Share innovative approaches and best practices with project stakeholders, ensuring knowledge transfer and dissemination.
• Lead pre-project planning activities, including needs assessments and baseline surveys, to inform project design.
• Document project experiences and lessons learned, sharing insights with ADRA staff, partners, and other relevant stakeholders.
• Establish and maintain effective working relationships with line ministries, local authorities, and key stakeholders, ensuring alignment of project activities with government policies and regulatory frameworks.
• Represent ADRA in meetings and forums with government counterparts, advocating for project objectives and building strong partnerships for successful project implementation.
• Coordinate with relevant ministries and agencies to secure necessary approvals, facilitate smooth project implementation, and address any operational challenges that may arise.

Qualifications/Experience:
• Master’s degree in a relevant field (e.g., Development Studies, Project Management, Social Sciences, Education, or a related discipline).
• A minimum of 5 years of progressive experience in project management, including planning, implementation, and monitoring and evaluation, ideally within an international NGO setting.
• Proven expertise in monitoring and evaluation methodologies, with strong knowledge of current trends, frameworks, and best practices.
• Proficiency in data analysis, with demonstrated skills in both qualitative and quantitative research methods.
• Strong understanding of project management tools, digital systems, and data management software.
• Experience working with major institutional donors.
• Exceptional problem-solving and analytical skills, with the ability to synthesize complex data and provide actionable insights.
• Demonstrated experience in collaborating with line ministries and government authorities, with proven ability to build effective partnerships.
• Excellent interpersonal and communication skills, capable of engaging effectively with diverse stakeholders in a multicultural context.
