Pay and benefits for employees represented by a union are outlined in their collective bargaining agreement.POSITION PURPOSE:The Director, Government Affairs – Federal is responsible for Veolia North America’s government relations efforts at the federal level in the United States. In coordination with the EVP for Stakeholder Affairs & Sustainability, this person will advocate for federal policies that help grow, enhance and protect Veolia North America’s business interests. The Director will develop and execute strategies to advance the company’s policy priorities, build and maintain relationships with key stakeholders, monitor and analyze relevant legislative and regulatory developments, and represent Veolia North America’s interests before Congress, federal agencies, and other Washington-based organizations. The Director will also lead development and operations of a new DC Office for Veolia North America.PRIMARY DUTIES / RESPONSIBILITIES:
- Develop and maintain relationships with federal officials and staff to foster a spirit of cooperation, promote a better understanding of environmental issues, and monitor trends that affect Veolia’s business and public interests. Leverage relationships to promote the company in business development, contract extensions and national and local visibility.
- Work closely with associations and industry groups to promote an understanding of company-wide issues and track various trends and developments that affect the company’s business and public interests. Interact with other utilities, business groups and non-profit organizations to foster sound policies, legislation and regulation as it affects the utility and business environment.
- Monitor proposed legislation and regulations that may have an effect on the company’s interests.
- Design and implement a comprehensive government affairs plan to identify and advocate for policy priorities, including changes to federal legislation, regulation and policy positions.
- Align government affairs strategy with Veolia North American’s Director of Local and State Government Affairs, Canadian business operations, global water technology business, and global initiatives.
- Work with senior leadership to establish a new office in Washington DC and then manage that office when operational.
- Works closely with our parent company to deliver external messages to government and NGO stakeholders.
- Direct the activities of professional outside consultants, integrating their activities with the company’s plans and objectives. Conduct other public affairs activities and projects as deemed appropriate.
Work Environment:This position is based in Washington, D.C. and will be required to travel approximately 15-20% of the time primarily within the United States. $160K – $210K.QualificationsEducation / Experience / Background
- Bachelor’s degree required; Master’s or advanced degree in Business Administration, Law, Political Science, Public Relations, Public Policy, or related field preferred.
- Ten to fifteen years of experience in advocacy or public policy is preferred, with significant experience working at the federal level such as in Congress and/or the Executive Branch.
Knowledge / Skills / Abilities
- Excellent verbal and written communication skills.
- Excellent interpersonal and negotiation skills.
- Strong knowledge of the legislative and regulatory processes at the federal level.
- Strong government contacts at federal level and in related business community.
- Knowledge of environmental, energy, water, and waste policy issues.
- Strong strategic thinking, analytical and problem-solving skills.
- Ability to work collaboratively with diverse stakeholders.
Required Certification / Licenses / Training
- Must be eligible to be registered as a federal lobbyist.
