Are you looking for a role that will challenge you?If you answered yes, then this may be the job for you!The Historic Waste Program (HWP) Director of Programs and Compliance and Site License Holder under the Port Hope Area Initiative (PHAI) is the Site Licence Holder (SLH) and is accountable for compliance to the site licence. This includes the accountability to meet all licensing requirements and dotted line oversight of key programs to ensure compliance of all Safety and Control Areas are met. As per the SLH governance, the SLH role must be held by a director level or higher. This position also oversees the HWP Programs and Compliance organization and is responsible for coordinating regulatory matters arising from PHAI projects and for supporting project delivery by ensuring effective implementation of compliance programs.What will you be doing!
- Provide leadership, expertise and direction to ensure the highest standards are met in all areas of
Programs and Compliance. * Provide strategic planning and leadership to HWP management in the transition from completionof HWP projects to long-term monitoring and maintenance activities. The Director will ensure program
objectives, enhancements, and modifications to corporate strategies are successfully achieved and are within
the licensing basis. * Provide leadership, expertise and direction to ensure the highest standards are met in all areas ofthe Site License * Lead the Programs and Compliance organization and perform all resource management functions expectedof Managers in accordance with Company policies and procedures (e.g. training, performance planning,
coaching, salary administration, etc.). * Manage and direct the Programs and Compliance resources. Assess resourcing needs, leads hiring /contracting, sets goals and priorities, establishes metrics for managing program and personnel
performance, ensures appropriate career development opportunities, develops succession plans, and takes
disciplinary as well as promotion actions. * Member of the HWP PHAI Senior Management Team (SMT) and responsible to support delivery of themission. * Other duties as assigned by your manager.What we are looking for:Someone who has the ability to:
- Build, lead, manage, organize and motivate a large, multi-disciplined team.
- Broad understanding of the organization/business to ensure effective coordination with like
organizations and projects (CNL, AECL, external); able to effectively interface with senior management
level. * Robust knowledge of processes, techniques and applications for managing scope, cost, schedule andother key project parameters. * Previous experience delivering presentations to large audiences and a good understanding of therequirements for communicating with oversight bodies, executive committees, elected officials,
interest groups and the media. * Able to develop business plans, balance risks and make timely operational decisions within a legal,political, and project framework characterized by competing commitments and rule sets, and evolving
interests. * Able to monitor performance versus planned objectives, applicable standards, safety targets andregulatory requirements and initiate appropriate corrective actions and / or change control.
- Experience:
- An engineering or science degree (or equivalent in education/training and experience), coupled with at
least 10-15 years experience in licensing within the nuclear industry and environmental remediation. * Extensive knowledge of the Canadian nuclear regulatory framework and application of Nuclear Safetyand Control Act and associated regulations. * Able to successfully complete and maintain SLH-specific training as required.
- A strong grounding in the CNSC regulatory documents applicable for nuclear and conventional
operations * Previous experience with the licensing and approval of major projects through the Nuclear Safety andControl Act, the Canadian Environmental Assessment Act and a strong knowledge of the associated
federal processes. * Solid grasp of project management principles and hands on experience in the management ofregulatory activities during all stages of a project from concept development through procurement,
engineering, construction, commissioning, and operation * Education:
- An engineering or science degree (or equivalent in education/training and experience).
- Security clearance eligibility required: Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom.
Working Conditions:
- Office environment where regular concentration at a computer screen is required.
- Regular site visits are required, requiring the use of all applicable safety equipment and absolute
adherence to safe work policies/practices, radiation protection policies/practices and any other CNL
safety requirements as mandated by the organization. * Work extended hours as required.
- Travel as required

Location:CNL’s Historic Waste Program Management Office is in Port Hope, Ontario’s beautiful and historic community. Roughly 100 km east of Toronto, it is still close enough to the “Big City” without all the hassle of being in the “Big City”.
