The Office of Global Safety & Security is responsible for the identification, assessment, mitigation, and prevention of physical safety and security risks in WCS’s Global Conservation Program, and for assisting local teams in responding to any safety and security incident. Safety and Security staff develop and implement procedures, communications, and trainings to safeguard WCS personnel, assets and terrestrial and marine operations within WCS’ priority regions.Job Summary:
WCS’s Office of Global Safety & Security is searching for a seasoned safety and security professional with extensive experience assessing and managing risks within the context of conservation operations in remote environments. The primary focus will be to improve the safety and security readiness and awareness for specific priority sites and programs, with an emphasis on our sites in Africa. This position will conduct risk assessments as needed, including those in response to grant requirements, and will create risk mitigation and security/contingency management plans; and/or provide guidance as needed to make sure existing plans are current and effective.The position will liaise closely with field conservation leadership and will report directly to the GSSD. It will help develop relevant safety standards and policies and help design training to ensure staff personnel are able to meet them. Activities may include assisting in the hiring of additional staff/vendors/trainers/consultants as needed to ensure compliance and fulfill training needs for local teams, as well as potential direct involvement with field operations.Major Responsibilities:
- Formally assess safety and security risks to WCS personnel and operations, with a primary focus on Africa, determining how best to manage safety and security risks through prevention, mitigation, and protection measures. Write, review, and approve safety and security plans.
- Lead post-safety and security incident analyses to determine measures to reduce future incident frequency and impact.
- Play a key role in leading the implementation and standardization of Safety and Security policies, processes, and programs globally, providing guidance to regional conservation teams and ensuring consistent practices across multiple countries and regions.
- Provide strategic guidance to global, regional, and country leadership to address organizational needs, and improve safety and security readiness.
- Lead global safety and security-focused organizational development and change management initiatives.
- Be an authoritative resource and source of guidance to field conservation leadership.
- Coordinate, consult, and collaborate with relevant internal partners, including regional and country safety and security personnel, field conservation leadership, Office of General Counsel, Risk & Insurance, and Rights + Communities.
Qualification Requirements
- Bachelor’s degree in a security or law enforcement related discipline, with preference to graduate level degrees.
- A minimum of 10 years of evaluating and assessing safety and security risks and developing and implementing safety and security strategies for operations in remote medium to high-risk environments.
- Demonstrated knowledge and hands-on experience applying security principles and practices in a variety of disciplines, including some or all of the following: risk and threat identification, management and mitigation, incident response and investigation, facility hardening, hostile environment/wilderness first-aid, kidnapping and hostage survival, site perimeter protection; access and control policy management, transportation security in hostile environments, counter-surveillance techniques, crisis management response, and intelligence collection and dissemination.
- Effective oral and written communication skills with an emphasis on writing clear, concise assessments and plans for a broad range of audiences.
- Ability to establish and maintain effective interpersonal relationships and collaborate with others to achieve objectives and effectively manage change.
- Apply sound judgment in ambiguous situations.
- Ability to work independently with extensive travel to remote regions.
- Fluency in English and French.
- Periodic need to work overlapping hours with teams located in different time zones.
Preferred Requirements:
- Fluency in a third language applicable to WCS priority regions, such as Spanish, Swahili, Portuguese, or Mandarin.
- Previous law enforcement and/or military experience.
- Previous experience of working with an international or conservation NGO.
- SCUBA and marine vessel safety certifications.
