The position is to be filled as soon as possible, with an initial contract duration of two years. There are very good prospects for an extension. Employment location will be Kabul, Afghanistan.

As Director of Operations you will work under the supervision of the Country Director to ensure the efficient implementation of financial management and logistical compliance standards. This includes maintaining auditable and efficient financial processes within the country office and partner organizations, supporting program administration, and ensuring adherence to Welthungerhilfe’s rules, standards, and donor regulations. The role also involves providing training, guidance, and support to staff and partner organizations, managing logistics operations in compliance with organizational standards, and overseeing administrative processes to facilitate transparency, accountability, and operational success.

Your responsibilities

  • Ensure financial processes in the country office are auditable and efficient.
  • Monitor budget planning, adjustments, and fund allocations for projects.
  • Check and approve partner agreements for compliance with donor regulations.
  • Supervise liquidity planning, internal fund requests, and cost allocation.
  • Oversee project bookkeeping and ensure timely internal and external financial reporting.
  • Coordinate responses to audits, implement recommendations, and ensure compliance with findings.
  • Manage country office re-financing measures and integrate the country office budget into organizational financial plans.
  • Process refunds, returns, and final fund reconciliations with donors.
  • Supervise the logistics department to ensure adherence to procurement regulations and donor standards.
  • Implement and monitor transparency, accountability, and screening procedures.
  • Provide financial and administrative training to national and international staff and partner organizations.
  • Guide and advise projects and partner organizations to ensure compliance with contracts and audit requirements.
  • Maintain up-to-date documentation in systems such as O365, FundsPro, and ProMis.
  • Monitor report deadlines, review project accounts, and submit accurate reports to the Head Office.
  • Support program implementation in line with co-financing agreements and organizational standards.

Your profile

  • Bachelor or University degree in Finance or equivalent experience that match the position
  • Experience and proven skills in procurement and other logistic tasks e.g., fleet management, inventory, tenders, etc.
  • Proven skills in finance reporting, audit preparations, budgeting, management, and organizational skills are required
  • Able to work under time pressure and, regular, high workload
  • Able to work in an insecure environment and committed to adhere to strict security procedures
  • Advanced knowledge Microsoft Office, especially Word, Excel, PowerPoint, and bookkeeping / finance management software
  • Familiarity in working in an insecure environment is an asset
  • Minimal 5 years working experience in finance administration as a manager, with a preference of working abroad in the global South, is an asset
  • Minimal 2 years’ experience in working in close collaboration and coordination with the logistic department and familiar with the procurement, transparency and accountability regulations.
  • Readiness to receive necessary vaccinations for working in Welthungerhilfe’s programme countries
  • Excellent spoken and written English
