Our Whiteshell Laboratories (WL) location is looking for a Director, WL Waste Management & Spent Fuel. Can you see yourself overseeing the day-to-day direction and implementation of departments, maintaining an integrated relationship with CNL on corporate waste management initiatives, policies and/or procedures, and managing the prioritization of waste risk reduction? - Maintaining and delivering CNL’s Integrated Waste Strategy, implementing waste minimization and optimization strategies.
- Managing and delivering a fully integrated waste service capability from waste generation planning, characterization, and certification through storage and disposal.
- Reducing the overall potential for liability associated with violations of the Transportation of Dangerous Goods (TDG) regulations and dangerous goods incidents.
- Developing and implementing a database capable of collecting characterization data and applying radiological fingerprints to waste packages for the purpose of consignment.
- Managing resource requirements, developing waste management schedules, milestones, and metrics, and applying fiscal and administrative policies, procedures, and practices.
- Developing and maintaining effective waste forecasting, waste technical advice, waste inventory management and waste data tracking.
- Managing and ensuring compliance with waste acceptance criteria at CNL and off-site facilities.
- Executing “best practices” for waste management and TDG, focusing on operational excellence and technology/knowledge transfer.
- Ensuring the effective implementation of regulatory, legal, codes, standards, and requirements applicable to the Waste Management (WM) and TDG program at CNL WL site.
- Coaching, guiding, and facilitating site line managers in implementing the WM and TDG program procedures within their work practices.
- Ensuring appropriate execution of the project and overseeing the management of contracts.
- Overseeing staff responsible for the performance of the site-specific mission functions (i.e., Waste Characterization, Waste Transportation Services, Sample Management office, etc.)
- Directing the personnel performing the mission functions and implementing project management, including responsibility for planning, controlling, and monitoring the execution of all project work.
- Managing, budgeting, scheduling and scope responsibility for work ranging from $20M to $40M annually.
- Strategically planning, maintaining, and governing waste management and spent fuel efforts.
- Other duties as assigned by your manager.
What we are looking for:
- Education
- Engineering or science degree or similar discipline at the bachelor level from an accredited university OR comparable education with at least 15 years experience in the nuclear field with a focus on waste management, radioactive and hazardous waste packaging and transportation, and demonstrated program/project management, administration and/or leadership experience.
- Advanced degrees, such as master’s or Ph.D., would be considered an asset.
- Certifications or specialized training in project management, waste management, waste transportation, nuclear safety, risk management, and regulatory compliance are assets.
- Experience
- Demonstrated experience managing multi-disciplinary teams which provided site support and or operational services and for which you shown consistently good technical, organizational, and financial decision-making.
- Demonstrated experience in transportation logistics, specifically low, intermediate, and high-level radioactive shipments, using various certified packaging, including Type B casks.
- Previous experience with the workings and products of Primavera scheduling software, formal risk management frameworks, project scope breakdowns, and cost account structures would be beneficial.
- Knowledge, Skills & Abilities
- Excellent interpersonal and communication skills with staff and customers covering a variety of backgrounds and functions.
- Demonstrated project management knowledge in facility operations, quality assurance/quality control (QA/QC), risk, and various support functions through successful leadership of complex and varied projects.
- Ability to develop well-informed advice and strategies that are sensitive to the various needs of multiple stakeholders and partners and reflect the corporation’s strategic direction.
- Commitment to establishing high standards of performance, fostering organizational learning, building a skilled, well-trained and professional workforce, and adopting leading-edge management practices to encourage innovation and continuous improvements in performance.
- Strong knowledge in the technical and regulatory dimensions of nuclear safety, contractor assurance, risk management, performance and corrective action management and demonstrated ability to apply regulations and standards appropriately.
- Proficiency in technical aspects of contractor assurance.
- Must be knowledgeable of, risk management reporting, cost performance index/schedule performance index (CPI/SPI) variance reporting, and corrective action plan execution.
- Financial understanding is required to review and manage financial performance requirements in a complex organization, to ensure the branch operates within budget.
- Excellent project management skills, including cost, schedule, scope, and resource management.
- Ability to analyze complex problems and develop innovative solutions.
- Highly motivated and eager to drive project to completion.
- Demonstrated leadership to initiate and lead change processes.
- Capacity to adapt to changing mission requirements and priorities.
- Knowledge of regulatory agencies and provincial regulations that impact legacy and project waste management, including those of the Nuclear Safety Act, is an asset.
- Strong attention to detail and ability to ensure compliance with health, safety, and environmental regulations.
- Familiar with developing site waste management plans and directing the development of long-range forecasts for all waste activities.
- Experience with all jurisdictional radiological waste transportation and disposal regulations is required.
- Demonstrated business sense and financial knowledge to adequately plan, manage and monitor Division budgets to meet financial objectives.
- Familiarity with various elements of project management systems and the tools used to plan, implement, track, and report on project performance
- Security Clearance Eligibility Required
- Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat’s “Standard on Security Screening” and the “Policy on Government Security.”
Working Conditions:
- We have a compressed work week, which consists of a four-day work week and ten hours a day, starting at 6 a.m.
- Working at a desk for an extended period of time.
- Walking and standing for an extended period of time.
- Must be able to work outdoors in various temperatures ranging from +30 to -40 C for short periods of time during fieldwork walk-downs in the field.
