This may not be appropriate for all roles but can be explored at interview.Role Purpose:Provides Freedom of Information, Environmental Information, Subject Access Request, and Transparency advice to stakeholders across the organisation.Manages a case load of information access and data subject rights requests ensuring that risks are managed and escalated appropriately and statutory deadlines complied with.Supports the Disclosure Manager in the effective management of the team’s caseload, the team’s records, and the production of reports on the team’s performance.Role Context:Information Governance and Risk Management [IGRM] take the lead on information security governance policies and procedures globally for the British Council. The team provide a second line of defence and are responsible for information risk management as well as related education and training for both information professionals and all staff globally. They lead on the global implementation of required frameworks and standards and for compliance in this area.As part of the Privacy team within IGRM, the Disclosures Team manages the British Council’s information request and data subject rights request caseload and provides expert Freedom of Information, Environmental Information, Subject Access Request and Transparency advice to stakeholders across the organisation.Main Accountabilities/Responsibilities but not limited to the following:Consultancy, analysis & problem-solving

  • Provides advice on handling information access requests in line with UK legislative requirements (e.g. Freedom of Information, Data Protection, Environmental Information Regulations, Public Sector Information Re-Use Regulations).
  • Liaise with the Disclosure Manager regularly to provide updates on the open case work and any issues that have arisen.
  • Ensure that any complex issues are escalated and that the business area is informed of any decisions made by the Disclosures Team.
  • Consult with third-parties, where necessary, to make them aware of any new requests that relate to them. Continue a dialogue with any third-parties so that they are clear on our obligations when responding to requests and are aware of any potential disclosures.

Service improvement

  • Work closely with the Disclosure Manager to determine what IGRM related training requirements, colleagues are aware of when it comes to information access rights and their responsibilities.
  • Regularly review internal processes to ensure that ways of working are efficient and to best practise standard.

Functional expertise

  • Provides expert professional advice and support on IGRM matters to internal customers and other stakeholders to support the development of high quality, effective, continuously improving, and IGRM compliant business practices within the organisation.
  • Proactively pursues an annual cycle of formally recognised Continuing Professional Development (CPD) to maintain and deepen their professional expertise.
  • Uses a variety of information resources and professional networks to maintain up-to-date knowledge of developments in external policy, practice and regulation within their professional discipline.

Relationship & stakeholder management

  • Develops peer/personal networks within and outside the British Council to enhance own knowledge and expertise.
  • Develops and embeds IGRM’s role as a second line function with operational teams and colleagues across the British Council.

Leadership & management

  • Use strong administrative and workload management skills to ensure information request caseload is managed appropriately and that statutory deadlines are met.
  • Plan and prioritise own work activities to ensure effective delivery of diverse responsibilities and deliverables
  • As an experienced professional, contributes ideas to support the development of IGRM wide business plans and priorities.

Role Specific Knowledge and Experience:Minimum/Essential

  • Knowledge of and advisory level experience of Freedom of Information, Environmental information regulations, and data protection legislation
  • Experience of managing an information request caseload.

Desirable

  • Undergraduate degree.
  • Practitioner certification in FOI and/or DPA
  • Recognised qualification in privacy, records management, cyber security
  • Experience of creating effective networks of stakeholders with strong reputation and credibility in the IGRM area.
  • Knowledge of and advisory level experience of records management, data protection, information security, GDPR, and information assurance
