Access to basic infrastructure services is critical for creating economic opportunities for the poor. The Infrastructure (INF) Practice Group within the World Bank is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. The INF Vice Presidential Unit (VPU) currently consists of four global practices (GPs): Energy & Extractives (EEX); Transport; Urban, Resilience and Land (URL), and Infrastructure Finance Practice (IFP). It oversees the Bank’s work across energy and transport sectors, urban development, as well as efforts to promote energy transition, low-carbon transportation, livable cities, disaster risk resilience, land management, and quality infrastructure services through public-private partnerships. Remaining staff is within regional energy units. EEX has an annual lending program in the order of US$5-9 billion, an active portfolio of some $40 billion, and a rich program of Advisory and Analytical Work. Regional energy units oversee and develop lending and non-lending energy operations in different subsectors including renewable energy, energy efficiency, utility performance, grid and off-grid access, regulatory and policy reforms.There are three global units for EEX: (a) the Infrastructure Energy Extractives Industry Unit (IEEXI) oversees and contributes to lending and non-lending activities in mining and hydrocarbon development with particular emphasis on transparency, governance, capacity building, and gender opportunities together with the regional units; and takes the leadership on global extractives initiatives; (b) the Infrastructure Energy Global Programs (IEEES) oversees mobilization and deployment of trust funds (the Energy Sector Management Assistance Program (ESMAP) and the climate funds); and (c) the Infrastructure Energy Global Knowledge & Expertise (IEEGK).The Infrastructure Energy Global Knowledge & Expertise (IEEGK)IEEGK staff are responsible for delivering on global analytical tasks and for supporting country and regional operational and analytical engagements, with cross-support accounting for a large share of their work programs. At the global level, the IEEGK staff contributes to global analytical activities, aimed at expanding knowledge in strategic areas and helping operations’ design and implementation. At the country and regional levels, staff in IEEGK take the lead on embedding frontier global knowledge and expertise in infrastructure country engagements, including joining teams in lending and analytical operations, carrying out EEX portfolio monitoring and reporting, and supporting the efforts to shape the Bank’s narrative on energy transition and energy access.The IEEGK team is seeking to recruit an Extended Term Consultant (ETC) based in Washington, D.C. to support portfolio monitoring and reporting for energy access, with emphasis on strategic tracking and monitoring of results of electrification efforts in Sub-Saharan Africa (SSA). The ETC will be part of the Portfolio Monitoring and Reporting Team of the IEEGK. He/she will also support the Bank’s energy sector engagements in Sub-Saharan Africa through the Electrifying Africa program, a comprehensive technical assistance facility with the objective to enable the acceleration of electrification efforts in Sub-Saharan Africa (SSA) in line with the SDG 7 target to achieve universal electricity access by 2030. The ETC will work closely with the Electrifying Africa Leads under the overall supervision of the IEEGK Manager.Duties and Accountabilities:The ETC responsibilities as a member of the team will include the following:

  • Prepare and maintain a comprehensive database of energy access lending portfolio across the regions, including a detailed database subset on engagements in SSA.
  • Manage collection, processing, validation, and cleaning of results data to maintain an up-to-date repository of connections expected and achieved through World Bank-supported operations, with a specific focus on tracking the electrification access results in SSA.
  • Support the team with reporting on the WBG Corporate Scorecard indicator on electricity access, including validation of the direct access results data, conducting model-based calculations for inferred access and improved electricity service, undertaking adequate quality assurance tasks, and disaggregating results as needed for internal and external reporting.
  • Provide operational and technical support for the Bank’s energy access engagements, with emphasis on supporting access tracking and monitoring, and data and analytics.
  • Lead scoping and potential development of an access tracking platform to digitize and systematize the tracking of the electrification access results under WB-funded operations.
  • Analyze the data, update the graphics, and draft key messages to report progress on access targets and convey key messages. · Address data requests, and contribute to briefs, talking points, and other inputs for the Bank’s Sr. Management to present the results and progress towards the electrification targets.
  • Work closely with the IEEGK and Electrifying Africa teams to identify data needs from country teams and develop solutions to deliver just-in-time data and results.
  • Support and contribute to the analytical and knowledge agenda of Electrifying Africa.

Selection Criteria

  • A Master’s degree in Economics, Finance, Engineering, or other Energy and/or Development-related areas.
  • 5 or more years of experience with data analysis, data tracking, data visualization, analytics, knowledge on energy access, energy sector, in a development agency or equivalent.
  • Expertise in energy access, including track record on energy access analytics is a plus · Operational experience at the World Bank and similar organizations is a plus.
  • Experience preparing Excel-based databases, trackers and results projections.
  • Strong research, quantitative, and qualitative skills.
  • Superior written and oral communication skills.
  • Ability to work independently with limited supervision while also functioning as part of a team.
  • Work experience in a development agency (e.g. International Financing Institutions, United Nations, bilateral agencies) is desirable.
  • Fluency in spoken and written English
