For more information, visit .Climate change will greatly affect the poorest people in the world, who are often hardest hit by weather catastrophes, desertification, and rising sea levels and least able to respond. In some parts of the world, climate change has already contributed to worsening food security, reduced the predictable availability of fresh water, and exacerbated the spread of disease and other threats to human health.Helping the most vulnerable countries and communities adapt to increasing challenges of climate change is an imperative for the international community, requiring significant resources to achieve the Sustainable Development Goals.The Adaptation Fund is an innovative financing mechanism set up by the Conference of Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC), with the purpose of financing concrete climate change adaptation projects and programs in developing country Parties. At the request of the COP, the GEF is providing secretariat services to the Adaptation Fund Board (the Board) on an interim basis, through a dedicated team. Since becoming fully operational in 2010, the Board has approved 160 projects and programs worth more than USD 1 billion in over 100 countries.Launched under the Kyoto Protocol of the UNFCCC, the Adaptation Fund has been formally serving Paris Agreement since 2019.The Adaptation Fund is implementing its second medium term strategy (2023-2027) that rests on the three pillars of adaptation action, innovation and learning/knowledge management with gender equality and the empowerment of women and girls as a cross cutting theme.The Adaptation Fund supports country-driven projects and programs, innovation, and global learning for effective adaptation. All of the Adaptation Fund’s activities are designed to build national and local adaptive capacities while reaching and engaging the most vulnerable groups, and to integrate gender consideration to provide equal opportunity to access and benefit from the Fund’s resources. They are also aimed at enhancing synergies with other sources of climate finance, while creating models that can be replicated or scaled up.The Adaptation Fund has its own Gender Policy and Gender Action Plan supported by a Gender Scorecard to track performance of projects at entry, implementation and at exit, as well as provide analysis at the portfolio level.The Adaptation Fund is recruiting an extended-term consultant (ETC) gender analyst with a strong track record in implementing an organization’s gender policy, reviewing gender mainstreaming elements in adaptation projects and programs, as well as collecting and analyzing gender-related data (quantitative and qualitative) in climate change adaptation projects and programs. The selected consultant will contribute to strengthening gender mainstreaming in the operations of the Adaptation Fund in line with its Gender Policy and Gender Action Plan.The ETC position reports to the Team Lead of the Governance and Operations Team with the Governance Specialist providing oversight of the ETC consultant’s daily tasks.Duties and Accountabilities
- Support the governance officer in implementing the Adaptation Fund Gender Policy and Gender Action Plan.
- Apply and implement Fund’s Gender Scorecard to track and monitor progress in the implementation of the Fund’s Gender Policy and Gender Action Plan portfolio-wide for quality at entry (baseline documents: funding proposals), quality during implementation, and quality at exit, which includes assessing, analyzing and documenting gender mainstreaming components in the project funding proposals, project performance reports, project mid-term performance evaluation reports, project completion summary and project terminal evaluation reports submitted by Adaptation Fund implementing entities.
- Draft an annual report on the implementation of Adaptation Fund Gender Scorecard.
- Review the gender section of the annual project performance reports and other project reports submitted by implementing entities and document the results of the review.
- Provide technical support in developing or updating Adaptation Fund instruments, policies and guidance documents or tools related to gender mainstreaming in line with the Adaptation Fund’s Gender Policy and Gender Action Plan (e.g. gender assessment, gender-responsive indicators, gender disaggregated data-collection, gender-responsive evaluation).
- Support the organization of in person or virtual gender trainings (such as for the Board, the secretariat, and/or implementing entities) and gender events, and preparing and/or participating in gender events/meetings organized by other organizations (e.g., UNFCCC, and other partner organizations).
- Support development of gender-KM products which will be developed based on the data collected in the process of application of Adaptation Fund Gender Score card.
- Support the preparation of reports on the Fund’s gender work and progress, such as the gender sections of reports on the secretariat’s activities, the Adaptation Fund Board Report to CMP/CMA, and the Fund’s Annual Performance Report.
- Provide technical support in producing or updating Adaptation Fund instruments, policies and guidance documents in line with the Adaptation Fund Gender Policy and Gender Action Plan (e.g. gender assessment, gender-responsive indicators, gender disaggregated data-collection, gender-responsive evaluation).
- Support other work related to the implementation of the Gender Policy and Gender Action Plan.
- Provide support in developing and promoting Adaptation Fund gender-related knowledge products.
- Provide support in expanding and regularizing exchanges on gender work with Adaptation Fund partner organizations.
Selection Criteria
- Master’s degree in climate change, environmental and social studies, international relations, sustainable development, communications (‘gender-related’ is an advantage).
- At least two years of relevant professional experience with gender and climate change adaptation.
- Professional experience in reviewing, assessing, analyzing, documenting gender mainstreaming interventions in climate change adaptation projects and programs (e.g., funding proposal, project performance reports, project evaluation reports).
- Expertise in gender mainstreaming within projects and programs, especially in the context of climate change adaptation.
- Proven understanding/experience of data analysis and methodologies related to gender mainstreaming is a strong asset.
- Familiarity with the work of the Adaptation Fund, funding modalities, operations and its Gender Policy and Gender Action Plan.
- Excellent written and verbal communication and document preparation skills in English.
- Proficiency in French or Spanish is an advantage.
- Excellent analytical skills, strong writing skills, and capable of working with limited supervision.
- Ability to capably juggle multiple tasks and priorities within tight timeframes.
- Ability to communicate often complex and technical ideas to a non-technical audience.
- Ability to build strong working relationship with other teams in a multicultural environment.
