In some parts of the world, climate change has already contributed to worsening food security, reduced the predictable availability of fresh water, and exacerbated the spread of disease and other threats to human health.Helping the most vulnerable countries and communities adapt to increasing challenges of climate change is an imperative for the international community, requiring significant resources to achieve the Sustainable Development Goals.The Adaptation Fund is an innovative financing mechanism set up by the Conference of Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC), with the purpose of financing concrete climate change adaptation projects and programs in developing country Parties. At the request of the COP, the GEF is providing secretariat services to the Adaptation Fund Board (the Board) on an interim basis, through a dedicated team. Since becoming fully operational in 2010, the Board has approved 160 projects and programs worth more than USD 1 billion in over 100 countries.Launched under the Kyoto Protocol of the UNFCCC, the Adaptation Fund has been formally serving Paris Agreement since 2019. The Adaptation Fund is implementing its second medium term strategy (2023-2027) that rests on the three pillars of adaptation action, innovation and learning/knowledge management.The Adaptation Fund supports country-driven projects and programs, innovation, and global learning for effective adaptation. All of the Adaptation Fund’s activities are designed to build national and local adaptive capacities while reaching and engaging the most vulnerable groups, and to integrate gender consideration to provide equal opportunity to access and benefit from the Fund’s resources. They are also aimed at enhancing synergies with other sources of climate finance, while creating models that can be replicated or scaled up.The Technical Evaluation Reference Group of the Adaption Fund (AF-TERG) is an independent evaluation advisory group accountable to the Board, established in 2018 to ensure the independent implementation of the Fund’s evaluation framework.[1] The work of the AF-TERG is governed by its Revised Terms of Reference[2], adopted at B.42Since October 2023 onwards, the AF-TERG is responsible for ensuring the independent implementation of the Evaluation Policy of the Adaptation Fund.[3] The AF-TERG provides an evaluative advisory role through performing evaluation generation, evaluation utilization and evaluation capacity building functions. The AF-TERG designs, commissions and oversees independent evaluations and relevant tasks on behalf of the Board and its Committees according to the evaluation policy. In relation to the evaluation utilization (knowledge management) and evaluation capacity building, the AF-TERG works closely with the Secretariat with a view to ensure synergies and synchronize outreach to Fund’s stakeholders.The group is comprised of five part-time independent experts in evaluation, called the AF-TERG members and one of them – AF-TERG Chair, and the Manager of the Adaptation Fund Board Secretariat (the ‘Manager’) as an ex officio member. The AF-TERG Chair and members serve in their personal capacities only and may not represent their other employers, governments or Fund’s entities.A secretariat (the ‘AF-TERG secretariat) provides support to the AF-TERG, in particular with regard to the arrangements for the implementation of the evaluation work programme. The AF-TERG Secretariat consists of two staff members and is supported by consultants as approved in the AF-TERG annual workplan and budget.This ETC position is located in the AF-TERG Secretariat and supports the work of the AF-TERG Secretariat Coordinator.Duties and AccountabilitiesThe Evaluation Officer (ETC) will have evaluation management and programme management responsibilities and will work under guidance from the AF-TERG Secretariat Coordinator.Evaluation Management Responsibilities
- Design ToRs for evaluations included in the AF-TERG Work Programme
- Support the management of evaluations in line with the Evaluation Policy of the Adaptation Fund within the scope of the AF-TERG Work Programme;
- Support the effective supervision of evaluation work conducted by individual consultants or corporate vendors;
- Apply advanced evaluation quantitative and qualitative data collection and analysis tools, techniques and approaches;
- Contribute to the Knowledge Management work of the AF-TERG – synthesize findings across evaluations, systematic reviews; help organize workshops;
- Contribute to the development and application of new evaluation methodologies;
- Effectively engage with the relevant stakeholders throughout the evaluation process;
- Keep abreast of developments in the area of climate change evaluation.
- Collaborate with the evaluation units of the other climate funds and professional evaluation bodies in evaluation, knowledge sharing and methods;
- Provide trainings, capacity building and advisory on evaluation-related matters to the AFB Secretariat staff and AF stakeholders;
- Contribute to the development and review of policies, guidance, systems, procedures and tools related to evaluation.
Programme Management Responsibilities
- Support the organization of corporate procurement tenders and individual consultant selection for evaluative work;
- Support the monitoring of the delivery of the various work items under the AF-TERG Work Programme
- Support AF-TERG information and management on SharePoint and through programme management tools
- Provide other programme management support to the AF-TERG Secretariat Coordinator and AF-TERG members, as needed.
Selection Criteria
- Master’s degree in economics, environmental or social science or related field;
- A minimum of 5 years professional experience in evaluation, or related research, including evaluation design and management;
- Background in applying natural or social sciences to address climate change issues;
- Proficiency in advanced quantitative analysis, knowledge and use of databases, and skills in preparing analytical reports;
- Experience with projects and/or policies and strategies related to adaptation to climate change;
- Experience related to the Adaptation Fund’s mandate and activities, as well as good understanding of the global climate finance architecture;
Knowledge of UNFCC processes and the work of the Adaptation Fund: Needs to have a good understanding of the global climate finance architecture and the vertical climate funds, particularly the Adaptation Fund.
- Evaluation design: Has the required competencies to develop well-focused approach papers and evaluation ToRs that include a complete background, addresses salient issues, and identify potential impact, with minimal guidance. Has a good understanding of various methodologies in evaluation, such as surveys, record reviews, focus groups and case studies and can contribute to the development of the most efficient and effective methodology for the design, with minimal guidance. Has a good understanding of various sampling techniques and their applications and can develop the most accurate sampling technique for the methodology;
- Data collection and analysis: Has the required competencies to collect reliable, valid and accurate information in an objective way. Has a good understanding of questionnaire design and can develop questionnaires and other review instruments that will address issues identified in the design, independently. Demonstrates effective interviewing skills and can conduct interviews independently. Has the skills to use project/program data and documents and to design and conduct case studies independently and is able to apply advanced statistical methods in analyzing data. Oral and written communication skills: Has the required competencies to: articulate relevant subject matter in a clear and concise way; pose basic questions and contribute information appropriately in formal settings; effectively use appropriate support items, including charts, graphs, audio-visual techniques, and hand-outs; conceptualize ideas and issues during the evaluation reporting process; and use critical thinking to formulate findings and recommendations based on the results of both qualitative and quantitative data, and the broader context of evaluation issues. Can develop clear, concise and compelling evaluation reports that meet AF-TERG reporting standards, with minimal guidance.
- Evaluation Process Management: Has skills of evaluation management, including developing a plan and schedule, assigning tasks, ensuring milestones are met on a timely basis, ensuring project costs are within and approved budget and ensuring evaluation objectives are adequately addressed. Can independently assume responsibility for managing evaluation projects and to supervise evaluation team members. Has skills to negotiate outside the agency on issues related to evaluations and conflict resolution skills.
- Programme management skills: Has the required competencies to manage individual consultants and corporate vendors; ability to track deliverables and assess quality of outputs; good organizational skills; experience with procurement system management.
- Ethics: Acts with integrity and honesty in relationships with all stakeholders.
- Fluency in English. Working knowledge in French or Spanish is desirable, but not mandatory.
