In some parts of the world, climate change has already contributed to worsening food security, reduced the predictable availability of fresh water, and exacerbated the spread of disease and other threats to human health.Helping the most vulnerable countries and communities adapt to increasing challenges of climate change is an imperative for the international community, requiring significant resources to achieve the Sustainable Development Goals.The Adaptation Fund is an innovative financing mechanism set up by the Conference of Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC), with the purpose of financing concrete climate change adaptation projects and programs in developing country Parties. At the request of the COP, the GEF is providing secretariat services to the Adaptation Fund Board (the Board) on an interim basis, through a dedicated team. Since becoming fully operational in 2010, the Board has approved 160 projects and programs worth more than USD 1 billion in over 100 countries.Launched under the Kyoto Protocol of the UNFCCC, the Adaptation Fund has been formally serving the Paris Agreement since 2019.The Adaptation Fund is implementing its second medium term strategy (2023-2027) that rests on the three pillars of adaptation action, innovation and learning/knowledge management.The Adaptation Fund supports country-driven projects and programs, innovation, and global learning for effective adaptation. All of the Adaptation Fund’s activities are designed to build national and local adaptive capacities while reaching and engaging the most vulnerable groups, and to integrate gender consideration to provide equal opportunity to access and benefit from the Fund’s resources. They are also aimed at enhancing synergies with other sources of climate finance, while creating models that can be replicated or scaled up.The Board, supported by a dedicated secretariat and an independent Accreditation Panel, has a well-established accreditation process that evaluates the capacities of applicant entities to manage and supervise projects and programs. Among other aspects (including fiduciary standards on management and transparency) entities must demonstrate the capacity to manage risks related to projects and programs in order to be accredited as an implementing entity by the Fund.The Secretariat is recruiting a Program Analyst – Accreditation as an extended-term consultant to support for the work of the Accreditation Panel and the Adaptation Fund Board.The E T Consultant – Accreditation position will report to the Team Lead for the Accreditation, Readiness Program, Resource Mobilization team.Duties and Accountabilities
- Provide support to the Accreditation Panel meeting and Adaptation Fund Board meetings. This includes support for the preparation of the documents for the meetings and presentations to the Accreditation Panel and the Board.
- Coordinate the logistics of conference calls among the Secretariat, Accreditation Panel and Applicant entities seeking accreditation with the Fund.
- Support the work to screen accreditation and re-accreditation applications for completeness and, where necessary, provide further directions to enable applicants to submit comprehensive application packages.
- Undertake desk-based quantitative analysis using the Accreditation online system (“Accreditation Workflow”).
- Support applicant IEs regarding an e-Learning course on direct access to Adaptation Fund grants.
- Produce a periodic Excel tracker using data from the Fund’s online submission system to ensure the effective monitoring of key accreditation and re-accreditation milestones.
- Outreach on the Process: a) Liaise with the UNFCCC, assist, and attend regional workshops on the accreditation process b) Disseminate information on the accreditation process including: a) Interact and share best practices with other organizations that use an accreditation process b) Support preparation of information material including web material c)Identify and publish examples of best practices procurement processes, providing oversight and guidance to program staff directly responsible for the day-to-day recruitment and procurement tasks.
- Communicating with Adaptation Fund implementing entities during the review process to provide clarifications and guidance.
- Support the work of the Readiness work program when related to accreditation.
- This work is highly time sensitive owing to strict milestones required for the preparation for meetings of the Accreditation Panel and Board.
Selection Criteria
- Master’s degree in finance, business administration, law, accounting or another relevant field;
- Proven analytical and problem-solving skills and proven ability to apply these in carrying out research, writing and operational tasks, including the ability to identify issues, present findings/ recommendations and contribute to resolution of programming and coordination challenges;
- In depth knowledge and experience of the Adaptation Fund accreditation process is highly preferred;
- Excellent communication and drafting skills in English, proficiency in other official UN languages, including French, is desirable;
- Experience in assessing or building the (human, financial etc.) capacity of public organizations in developing countries desirable;
- Ability to work with limited supervision in a multi-cultural setting, self-motivated, objective-oriented.
- Strong interpersonal skills, positive attitude and ability to work effectively in a team environment;
- Ability to handle concurrent activities efficiently under pressure, with minimum supervision and to meet tight deadlines;
- Willingness to travel.
