Access to basic infrastructure services is critical for creating economic opportunities for the poor. The Infrastructure (INF) Vice Presidency within the World Bank is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. It currently consists of four global departments: Energy & Extractives (EEX); Transport (TRA); Urban, Resilience and Land (URL), and Global Infrastructure Finance Department. It oversees the Bank’s work across energy and transport sectors, urban development, as well as efforts to promote energy transition, low-carbon transportation, livable cities, disaster risk resilience, land management, and quality infrastructure services through public-private partnerships. Infrastructure represents around $110 billion of the Bank’s portfolio. For more information:The Energy Sector Management Assistance Program (ESMAP) is a global knowledge and technical assistance program administered by the World Bank and supported by more than 20 partners. Its mission is to ensure universal access to affordable, reliable, and modern energy services by 2030, accelerating transition toward a sustainable, just and decarbonized energy system, and ensuring resilience of the energy sector to adapt to the impacts of climate change and other shocks. Since its inception in 1983, ESMAP has supported more than 800 energy sector activities that promote poverty reduction, economic growth and low carbon development in over 100 countries.ESMAP’s Electricity Access Program supports the vast majority of World Bank lending operations in the energy access space. Namely, ESMAP supports comprehensive electrification approaches, driven by national electrification strategies and least-cost plans, integrating grid, mini grid and off-grid technologies (and building synergies with clean cooking where possible), while also increasingly providing support for electrification of public institutions, fostering productive uses and integrating approaches to reach the poor and vulnerable, including displaced people and host communities (where relevant), while enhancing gender equality goals.Job Duties and Responsibilities:

  • Strategically and proactively identify opportunities for ESMAP, with a focus on Africa East (AFE) and Africa West (AFW) regions -to strengthen the role of geospatial planning and digital tools to support data-based electrification.
  • Participate in development of new and fine-tuning of existing geospatial planning tools developed by ESMAP and Electrifying Africa.
  • Contribute to scoping, preparation and delivery of lending operations through the preparation of geospatial planning analysis and assessments and help the TTL distill information to inform government-led national electrification strategies and plans.
  • Conduct in-house high-level geospatial analysis and modeling to help support the various country task teams with project preparation and client engagement. The activities include, but are not limited to:

a) GIS-based grid densification analysis in select countries;
b) Preparing maps and cloud based online data visualization;
c) Preparing GIS analytics upon request, including revising geospatial plans given readily available data;
d) Searching, collecting and cleaning GIS data upon request etc.

  • Advise task team leaders (TTLs) and third-party consultants on data needs and GIS based methodologies, including training on field-based data gathering using mobile applications for electrification planning; identify needs from country teams and develop solutions to deliver just-in-time support to Africa country teams and clients in geospatial planning and capacity building.
  • Support development of vendor terms of reference and support vendor selection; review third party consultant’s deliverables and reports and provide timely feedback, quality-enhancement and dissemination.
  • Support and contribute to the analytical and knowledge agenda of Electrifying Africa.
  • Support operations, with a particular focus on Sub-Saharan Africa (AFE and AFW) participating as part of task teams in the scoping, preparation, and implementation of energy access operations.

Selection Criteria

  • A master’s degree in economics, geography, computing science, finance, engineering, or other energy and/or development-related areas.
  • 5 or more years of experience with geospatial modelling and energy planning, particularly in energy access.
  • Demonstrated experience in data visualization with GIS software and other programming languages, e.g. Python, R, and others.

a)Familiarity with OnSSET or similar open-source electrification planning models is preferred;
b)Familiarity with Market Access, often used to stratify populations, is preferred; we use tools such as GOSTNets;

  • Knowledgeable in open data and open-source software/technologies.
  • Demonstrated proven ability to deliver high-quality projects on schedule.
  • Understanding of energy access challenges and solutions.
  • Strong research, quantitative, and qualitative skills.
  • Superior written and oral communication skills.
  • Ability to work independently with limited supervision while also functioning as part of a team.
  • Work experience in a development agency (e.g. international financing Institutions, United Nations, bilateral agencies) is desirable.
  • Fluency in spoken and written English and ability to use clear language and avoid jargon to explain work and concepts to non-technical experts in English to large audiences or World Bank clients.
