THE POSITIONThe Pennsylvania Emergency Management Agency (PEMA) is on the lookout for a meticulous and well-trained individual to conduct operational planning, a crucial element in the Commonwealth’s efforts to prepare for and respond to emergencies and disasters. This role requires the ability to assess potential threats to residents, collaborate with various state agencies, regional task forces, counties, and local communities to fulfill the Agency’s mission of safeguarding people and property. If you possess the necessary experience and qualifications, we invite you to apply for this dynamic and fulfilling opportunity!DESCRIPTION OF WORKIn this position, you will be tasked with identifying potential threats to the residents of the Commonwealth and formulating strategies, goals, and objectives that will serve as operational plans for PEMA, statewide emergency management, homeland security, and emergency preparedness to mitigate these threats. Your responsibilities will encompass preparing for and executing or coordinating emergency functions in response to crises and disasters, along with participating in operational planning efforts. A solid understanding of emergency management principles, along with relevant training in directives, policies, regulations, procedures, and methodologies, is required. Furthermore, you will be expected to build and maintain collaborative relationships with federal, state, regional entities, task forces, counties, local municipalities, and private sector/NGO partners. Significant experience in emergency management, particularly in operational planning is crucial for this role.Interested in learning more?   • Work hours are 8:00 AM to 4:00 PM, Monday – Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, upon successful completion of a training period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • In the event of an emergency/disaster situation or training exercise, this position may be required to travel, work up to 12-hour shifts, and work outside of the normal work hours, including weekends and overnights.
  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will receive the minimum starting salary listed on this posting. The starting salary is non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITYQUALIFICATIONS
Minimum Experience and Training Requirements:

  • Successful completion of the Emergency Management Trainee program (commonwealth title); or
  • Two years of professional experience in the development, coordination, or promotion of emergency management programs such as disaster relief, public safety, flood mitigation and resiliency, and emergency management in government, industry, education, or the military; and a bachelor’s degree; or
  • An equivalent combination of experience and training that includes one year of professional experience in the development, coordination, or promotion of emergency management programs such as disaster relief, public safety, flood mitigation and resiliency, and emergency management in government, industry, education, or the military.

Special Requirements:

  • This position requires possession of a valid driver’s license which is not under suspension.
  • This position requires certification in the FEMA Professional Development Series (PDS) AND Emergency Management Professionals Program (EMPP) Basic Academy courses, at time of application.
  • This position requires certification in the following courses from the Federal Emergency Management Agency (FEMA) Emergency Management Institute, within six months of hire:
  • IS-100.C: Introduction to the Incident Command System
  • IS-700.B: An Introduction to the National Incident Management System
  • IS-800.D: National Response Framework, An Introduction
  • IS-2200: Basic Emergency Operations Center Functions
