The mission of the EHAU is to expand and improve IRC’s ability to help affected communities survive in acute emergencies and hard to reach contexts by investing in people, systems, and solutions to complicated humanitarian challenges.The EHAU team achieves this mission through ongoing rigorous risk analysis, places and in capacity strengthening of frontline humanitarians, partnership with local actors, offering collaborative support and technical assistance to teams working in emergencies and hard to reach places, and deploying and supporting world class emergency response staff as they help people affected by acute crisis situations.Job Overview/Summary:The Emergency Senior Finance Manager will be directly reporting to the Emergency Field Coordinator and managed in partnership with the Emergency Finance Coordinator. The Emergency Senior Finance Manager will be responsible for accounting and internal control, grant financial management, budget development, reporting compliance to internal and donor polices and procedures and staff management.Job Responsibilities:1. Accounting and internal control

  • Responsible for the management of all aspects of day-to-day operations of the accounting department.
  • Assist in Financial Year close out to facilitate audit preparations.
  • Ensure the implementation of finance policies, procedures and systems.
  • Ensure compliance with SGR procedures and guidelines.
  • Review all payment documents for proper and adequate back-up.
  • Review spreadsheets before uploading/submitting to accounting System.
  • Review all PRs, POs and payment requests for proper coding and budget adequacy before onwards submission for approval.
  • Provide the Payroll Administrator every month, outstanding personnel advances and charges.
  • In liaison with Logistics department, prepare commitment lists every month for financial obligations already entered but not captured in financial reports.
  • Participate in the committee for vendor selection.
  • Supervises the preparation of Cash Transfer Requests to HQ and ensures that appropriate balances are maintained to facilitate grant implementation.

2. Grants management

  • Prepare grant reconciliations for Program and Finance review and sign off.
  • Inform the grant owner of major budget fluctuations, significant overspending or underspending.
  • Do periodic spending analysis against the cost categories/based on approved budget and alert budget holders.
  • Review the Cash requests and ensure timely transfer of funds and review of grant advanced amounts versus expenditures reported.

3. Budget Management

  • Assisting in the development and preparation of cost allocation processes for overarching costs that comply with donor regulations on allowable costs.
  • Active participation in grant opening, closing and review meeting and providing feedback on all finance related action points.
  • Review of actual vs. budget results to ensure maximum utilization of budgeted amounts and to provide recommendations for realignments as required.
  • Ensure that Budgets v Actuals are provided to relevant parties on time and accurately by the 15th of every month.
  • Work with program staff to update grant spending plans monthly.
  • Review budget correction forms and ensure journal vouchers are prepared and uploaded into the accounting system by the 10th of each month.

Job Requirements:

  • Bachelor’s degree or equivalent experience from an accredited university in Accounting, Business Administration, Commerce, or Finance, or master’s degree or equivalent experience in accounting. ACCA/CPA qualification is an added advantage.
  • Minimum of three years of accounting experience, preferably with an NGO. Previous International exposure is an asset.
  • Computer literate with significant experience in excel, accounting packages. Knowledge of the MRP system and Quick Books will be an added advantage.
  • The candidate should be mature, with a stable personality and ability to maintain confidentiality.
  • Fluency in written and spoken English. Excellent oral and written communication skills. Working knowledge of Arabic recommended.
  • Exceptional interpersonal skills; tact, patience, diplomacy, and appropriate assertiveness
  • Highly resilient and comfortable working in insecure and remote settings with limited facility and willing to travel as required.
