SummaryThe Volpe Center is seeking an Environmental Protection Specialist who will serve as a principal contributor/project manager with the responsibility for analyzing and interpreting the implications of Federal, State, and local environmental regulations. The duties are focused primarily on Section 106 of NHPA. The employee must be able to present complex, technical issues in a meaningful way to project stakeholders using effective communication and presentation skills.Overview

- Performs analysis related to cultural resource, historic preservation, tribal consultation, and environmental review requirements, policies and procedures.
- Performs comprehensive technical reviews through working with sponsors in developing Section 106-related compliance documents, Memoranda of Agreement, Programmatic Agreements, and other environmental documents required by NEPA, U.S. Department of Transportation Act, Section 4(f), NHPA, and related laws, orders and regulations.
- Determines the environmental impacts of Federal actions, manages and coordinates stakeholder participation, and proposes necessary mitigation as appropriate.
- Provide consultation, interpretation, and guidance to project sponsors, local officials, and other local, State, and Federal agencies. Coordinate input from SHPOs, Native American tribes, individuals and organizations that are interested in and/or affected by the impact of programs and projects on cultural resources and historic properties.
- Provides expert technical advice, guidance, and recommendations to management, other technical specialists, and customers on complex technical issues.
The ideal candidate independently performs assignments requiring the application of fundamental principles, concepts, techniques, and guidelines relative to environmental protection. Assignments are advanced in difficulty requiring interpretation and adaptation of guidelines to secure results. The employee also participates in and makes contributions to programmatic decisions related to environmental protection requirements.RequirementsConditions of Employment

CONDITIONS OF EMPLOYMENT:

QualificationsTo meet the minimum qualifications for this position, you must meet the specialized experience qualifications.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
- Experience preparing and reviewing National Historic Preservation Act (NHPA) Section 106-related documents in order to achieve compliance with requirements related to historic preservation and cultural resources, for example, National Register of Historic Places eligibility determinations, cultural resources reports, Memoranda of Agreement, Programmatic Agreements, and/or cultural resources sections of NEPA documents.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * Mastery of concepts, principals, methods, techniques, and regulations applicable to a wide range of duties involving cultural and historic resource issues.
- Strong working knowledge of Federal and State agency environmental regulations and practical knowledge of historic preservation programs, practices, and standards including requirements for consultation with sovereign Indian Nations.
- Ability to independently plan his/her own work, coordinate with other Environmental specialists and environmental engineers or subject matter specialist, resolve technical or administrative problems, and carry assignments through to completion.
- Skilled in oral and written communications to write and edit environmental documents, analysis related documents, and prepare staff papers, brief management officials, provide advice and policy guidance, and give training and technical assistance.
- Ability to prepare and review Section 106 of the NHPA documents related to transportation projects.
