The service of the consultant will support development of tailored guidance to accompany the promulgation of the revised Administrative Instruction on evaluation.Work LocationHybrid or Fully RemoteExpected duration2 months; effective as soon as possibleDuties and ResponsibilitiesIn his report A/72/492 on “Shifting the management paradigm in the United Nations: ensuring a better future for all”, the Secretary-General committed to strengthening the evaluation capacity of the UN Secretariat to better inform programme planning and design and enhance reporting on programme performance. A key milestone to advance this commitment was the Administrative Instruction (AI) on Evaluation in the Secretariat (ST/AI/2021/3) that was promulgated in August 2021. This consultancy is to support the Evaluation Section of the Business Transformation and Accountability Division (BTAD) in the Department of Management Strategy, Policy and Compliance (DMSPC) in developing this tailored Guidance. The Evaluation Specialist reports to the Chief of the BTAD Evaluation Section. Specific responsibilities for Evaluation Specialist include: – Conduct research to determine entity groupings/segmentation, which will be the basis for informing the presentation logic/architecture of the tailored guidance – Organising and conducting group discussions with members of the evaluation Community of Practice to gather experiences, practices and examples to inform the Guidance content and for inclusion as examples in the Guidance. – Drafting of the Guidance, ensuring customized content for each entity grouping. – In the present phase of this project this Guidance should include content on the following aspects: – Overview on what is evaluation and the policy framework for evaluation in the secretariat; – Establishing an evaluation function; – Evaluation guides and resources – Evaluation support – Frequently Asked Questions – Collaborate with the graphics designer and IT-related colleagues on the design and development of the interactive and user-friendly Guidance on an appropriate platform – Support in elaborating a piloting guide to systematically pilot the Guidance The consultant should observe the UN Secretariat’s policies on evaluation and the United Nations Evaluation Group (UNEG) guidelines, standards and norms for evaluations in the UN system in the conduct of this assignment.Qualifications/special skillsAdvanced university degree (master’s or equivalent) in evaluation, international development, public administration or a related field is required. A first-level university degree in the specified fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Minimum of five years’ experience in different stages of the evaluation process: evaluation planning and management, conduct of evaluation and evaluation follow-up is required. Experience in evaluations of programmes, including consideration of gender equality and human rights issues and using different evaluation approaches in the United Nations or similar international organizations is required.LanguagesEnglish and French are the working languages of the UN.
