We are eu-LISA, the European Union Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice. Based at eu-LISA’s Headquarters in Tallinn, Estonia, you will fulfil vital functions in the role of Executive Director. You will be the legal representative as well as responsible for the implementation of the tasks assigned to the Agency by the Management Board. In particular, you will be expected to lead and manage the Agency, taking overall responsibility for its operations and objectives:

  • Day-to-day administration and operation of eu-LISA;
  • Preparing and implementing the procedures, decisions, strategies, programmes and activities adopted by the Management Board, within the limits set out by the Establishing Regulation, its implementing rules and applicable Union laws;
  • Reporting on the implementation of work programmes, the development and the technical functioning of each large-scale IT system within the Agency’s mandate;
  • Preparing the draft budget for the following year, the Agency’s draft statement of estimates of revenue and expenditure, and the single programming document;
  • Protecting the financial interests of the Union by applying preventive measures against fraud, corruption and any other illegal activities, through effective checks and, if irregularities are detected, by recovering amounts wrongly paid and, where appropriate, by imposing effective, proportionate and dissuasive administrative, including financial, penalties.

  • To begin with, the salary is determined by the grade you have applied for, which corresponds to a basic monthly salary (currently EUR 17.237,05 for step 1, and EUR 17. 961,41 for step 2) weighed by the correction coefficient of 95.5% for Tallinn, Estonia.
  • Depending on your individual and family situation, you may be eligible for various allowances such as expatriation, installation and household allowance, dependent child, or education allowance, ensuring your financial comfort. It is important to note that salaries are exempt from national taxation and subject to a lower tax raised by the EU.
  • We offer a wide range of additional benefits such as health insurance, including sickness and accident insurance, hospitalisation, dental care, and preventive medicine coverage.
  • You will have access to a wide range of training programmes and learning resources.
  • You will receive a minimum of 24 days of annual leave per calendar year, with the possibility of additional leave based on age and grade, as well as home leave to travel to your home country, where applicable. Furthermore, you will benefit from an average of 18 eu-LISA holidays, including the Agency’s end of the year closure.
  • With our hybrid working arrangements, you can enjoy a healthy balance between teleworking from your place of employment and office presence. Additionally, you can work from abroad for several days per year.
  • The initial duration of the contract is five (5) years, including a probationary period of nine (9) months, with the possibility of one contract renewal for another period not exceeding five years.

Your experience and qualifications

  • Be a citizen of an EU Member State, Norway, Iceland, Liechtenstein, or Switzerland.
  • Have completed university studies lasting at least four years or three years with one year of relevant professional experience.
  • Have accumulated at least fifteen years of relevant full-time professional experience after obtaining your degree.
  • Possess proficient language skills: C1 level in one EU official language and B2 level in another, with English as the working language.
  • Have a minimum of 5 years of senior management experience, showing strong people management skills.
  • Have experience in the management of significant financial resources in a national, European and/or international environment, including administrative, budgetary planning and internal control.
  • Proven experience in the field of large-scale IT systems acquired in a national, European or international public administration or private sector, including through non-technical functions.
  • Excellent interpersonal, analytical, decision-making, organisational and negotiation skills.
  • Ability to communicate fluently and efficiently and build good working relations with the European Union’s institutions and with various external stakeholders, as well as to represent the Agency in international fora.
