CAPDL is an international consortium of people and organizations dedicated to making the world more peaceful through international, people-to-people exchange programs. CAPDL was founded in 2020 to bring together advocates and champions of the Department of State’s BridgeUSA Exchange Visitor Program. BridgeUSA is an international exchange program established by the U.S. Congress, as part of the Fulbright–Hays Act, officially known as the Mutual Educational and Cultural Exchange Act of 1961.

The purpose of CAPDL is to strengthen and expand BridgeUSA programs through training programs on best-practices and by educating key stakeholders on the positive impact of Bridge USA programs on the vital interests of America, including enhancing our public diplomacy, strengthening our national security, and expanding economic prosperity for Americans and American families.

Council on International Education and Exchange (CIEE) is a nonprofit study abroad and intercultural exchange organization that transforms lives and builds bridges between individuals and nations through study abroad and international exchange experiences that help people develop skills for living in a globally interdependent and culturally diverse world.

Summary of Position:

As the Executive Director for CAPDL you will lead an international consortium of people and organizations dedicated to promoting and expanding the Department of State’s BridgeUSA program. The consortium includes hundreds of individuals and organizations from across America and around the world who believe in the power of people-to-people exchange to make America stronger and the world more peaceful. The activities of CAPDL include promotion and education of the positive impact of BridgeUSA programs, producing education and information sessions focused on compliance and best practices to BridgeUSA participants and organizations, and expanding the membership of CAPDL to improve its impact and effectiveness.

Primary Responsibilities:

The Executive Director of CAPDL will:

  • Work with CAPDL’s Board of Directors to develop long-term strategic goals, annual program and communication plans, and annual budgets.
  • Recruit and manage staff and be the public voice and champion for CAPDL.
  • Establish and maintain a strong and positive relationship with the U.S. Department of State (DOS), including domestic staff and international staff at embassies and consulates.
  • Establish and maintain strong relationships with U.S. members of congress, state governors, industry associations, CAPDL members, and other key stakeholders.
  • Design and deliver an annual slate of workshops, education events, and conferences that promote the benefits and impact of BridgeUSA programs.
  • Shape and deliver CAPDL’s annual communication plan that effectively communicates the positive impact and importance of BridgeUSA programs.

Skills and Experience:

  • 10+ years of progressive leadership experience within the international exchange community.
  • Advanced degree in business administration, communications, public relations, or related field.
  • Experience working with advocacy networks, nonprofits, and government agencies or officials.
  • Knowledge of the regulatory and policy requirements related to BridgeUSA programs is highly desired.
  • Proven success at coalition building and managing advocacy networks.
  • Excellent problem solving, strategic thinking, and decision-making skills.
  • Demonstrated commitment to diversity, equity, and inclusion.
  • Must be authorized to work in the United States and willing to travel domestically and internationally as needed.
  • A track record of effective leadership and management skills, including:

– Strong organizational, administrative, and financial management skills.

– Ability to set clear goals and objectives, develop clear project plans to achieve goals, and deliver objectives on time and on budget.

– Ability to respond to life’s changes and challenges to solve problems with good judgement, logic, and a data-driven decision mindset.

– Outstanding communication skills both oral and written, including a strong understanding of how to leverage social media to advance CAPDL’s goals

Location Requirements:

The position is available to candidates in the United States, except for candidates residing in:
