(employee will be working with or have access to children or vulnerable adults and requires a Criminal Record Check)NoJob DescriptionIn accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health), patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.Reporting to the Vice President of People, the Executive Director oversees Employee Relations, Employee Records, and Scheduling Services. The Executive Director is responsible for planning and leadership to the Center of Excellence for Labour Relations and Respectful Workplace Practice as well as operational oversight of Workforce Scheduling, Employee Records and tier one support for all employees through HR Access.The Executive Director represents the department in organization-wide and People specific initiatives as well as with internal/external interest holders. Developing strong partnerships to ensure service delivery that is aligned with business needs is a necessity for this position. The position is also accountable for overall operational management including budget, staffing, facilities, process changes and implementation related to changes in provincial mandates, collective agreements, Ministry of Health and HEABC directives.The Executive Director works closely with executive across Island Health to establish strategic priorities and directions, and to oversee the delivery of multi-year improvement and change plans for workforce management and corporate supports.QUALIFICATIONS:Education, Training And ExperienceA level of education, training and experience equivalent to a Master’s Degree in Labour Relations, Business Administration, Law (LL.B), Human Resources, or other health, business, plus a minimum of twelve (12) years’ of progressive senior management experience in health or business, in a large, multi-union environment. Experience leading a large, diverse team is required.Skills And Abilities

  • Sound working knowledge of planning concepts related to budgets, resource management quality and strategic initiatives.
  • Excellent written and oral communication skills coupled with the ability to write and edit high quality business documents such as business cases, briefing notes, master project plans, risk management plans, communication plans, progress reports, and project wrap-up documentation.
  • Experience in designing and leading organizational wide changes following best practices.
  • Ability to adapt readily to rapid and changing environments and respond with initiative.
  • Ability to engage with various levels in the organization from frontline to the Board both internally and externally.
  • Superior negotiation and conflict management skills as well as process improvement skills.
  • In-depth understanding of Labour Relations, Human Rights, Internal Investigation processes and human resource service delivery models.
  • Physical ability to perform the duties of the position.
