Overview:The Federal Contract Manager, reporting to the Director of Financial Operations, works closely with the Financial Operations Management team to ensure that VEIC is in compliance with Uniform Guidance and all other federal guidelines, as it pertains to VEIC’s federal grants and contracts. This individual works closely as well with project leads to ensure that all federal projects are in compliance with applicable guidelines, and that costs are recovered appropriately.Additionally, the Federal Contract Manager works closely with the Business Development team in the pursuit of new federal funding by vetting potential federal opportunities, gaining a thorough understanding of applicable federal cost structures, and ensuring that VEIC’s budgets and cost proposals are both compliant with federal guidelines, and work within VEIC financial structures and priorities.We are committed to building a work community that is inclusive and represents a vibrant diversity of background, experience, perspective, and thought. The starting pay range for this position will be between $98,000-$108,000 annually. Based on market data, pay may vary depending on job-related knowledge, skills, education, experience, and location. - Leads financial oversight of federal projects
- Serves as financial project lead on all federal projects awarded
- Responsible for informing the project team of the requirements of the contract and monitoring compliance
- Serves as primary conduit with federal agencies regarding awarded projects
- Oversees that all federal project reporting requirements and deadlines are met
- Ensures federal procurement policies are followed with all federal projects
- Works in conjunction with the team to monitor federal contract progress and compliance, change orders, reviews and approves invoices and payments; and works with contractors to resolve problems
- Audit risk mitigation
- Oversees all federal projects from an audit compliance standpoint, ensuring compliance with Federal Uniform Guidance
- Partners with revenue team to ensure federal invoice requirements are met
- Partners with accounting team and Director of Financial Operations to prepare for annual financial statement and Single Audit
- Evaluation of federal landscape and contract opportunities
- Achieves a reasonable level of understanding of VEIC’s major business areas in order to communicate effectively with leadership and provide relevant advice
- Partner with Business Development team to evaluate federal opportunities, identify risks and opportunities, and weigh in on project financing strategy and solutions
- Research and communicate financial implications of new federal bills and opportunities
- Key participant in bid and proposal and go/no-go process, owning responsibility for understanding financial implications, and compliance and audit risk of opportunities
- Works with Business Development and Proposal teams to build federal contract budgets
- Forecasting and portfolio management
- Assist in preparing forecasts of future federal contract budget amounts, indirect coverage, and margin contribution
- Present monthly financial reporting of actuals and forecast to federal project teams
- Other duties as assigned
Qualifications:
- Strong personal commitment to the mission, vision, goals and values of VEIC.
- 5+ years of Federal Grant and Contract Management or Federal Auditing and an educational background in finance, accounting or business administration preferred.
- Working knowledge of theories, principles, and practices of federal contract administration for public agencies and accounting theory, principles, and practices
- Knowledge of OMB, FAR, and other Federal regulations
