The proposed interventions focus on developing an inclusive business model for targeted plastic waste collection and recovery from specific sources, institutionalizing a plastic waste system in a target area, and supporting Gender Equality, Disability, and Social Inclusion (GEDSI) groups, particularly in the informal sector. This includes providing storage facilities and seed capital, along with developing behavioral change modules and conducting training for targeted waste sources. Additionally, a digital app will be created to track waste diversion and incentivize plastic collection. Expected results include the collection of 1,460 metric tons of plastic waste, establishment of at least two inclusive business models, creation of a satellite recovery facility and a plastic recycling facility, support for two GEDSI groups, and the development of educational tools, with training provided to at least 750 individuals. 

Duties and Responsibilities:

  • Under the direct supervision of the Project Manager and in close collaboration with the PMU members, Climate Action Programme Team, and relevant project partners, the Field Coordinator will support, organize and oversee the day-to-day activities of the Project at the LGU level, and ensure effective and timely delivery of activities as per the plan. 
  • The Field Coordinator will work under the direct supervision of the Project Manager. The Field Coordinator will assist the Project Manager in overseeing and implementing the LGU-wide delivery of the project and contribute to the engagement with LGUs and local partners to implement the five key outputs. The Field Coordinator is also responsible for the monitoring and reporting of the LGU activities. The following includes his/her scope of work
  • Liaise with and maintain strong relation with the designated officials and offices of the LGU/s and support the Project Manager in ensuring that the project activities are implemented according to the agreed workplan, UNDP’s rules and regulations (POPP) and reported promptly.
  • Ensure that the project plans, activities, and target outputs are well communicated to, and consulted with the LGUs, project partners, and beneficiaries. 
  • Support in scoping activities to establish existing LGU initiatives on plastic waste management and circular economy. This includes mapping stakeholders and relevant activities and understanding the policy economy in the area. 
  • Facilitate identification of opportunities to increase plastic waste collection, diversion, and recycling in the area. This includes consultation with the LGUs on appropriate equipment, technology, and campaigns to improve plastic waste management. 
  • Assist in identification of capacity building needs and opportunities. Ensure appropriate training, project workshops and other relevant activities are organized and implemented in a consultative and inclusive manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia. 
  • Support to baseline study and progress assessment and reporting, support to environmental and social safeguards, and project evaluation, in collaboration with the Project Manager, and UNDP technical focal persons. 
  • Prepare quarterly and annual monitoring reports (technical and financial) on LGU progress and provide inputs to the project report for submission to the donor. 
  • Provide up-to-date information and advice to Project Team on emerging issues in relation to changes in LGU and stakeholder relationships/structures. 
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Required Skills and Experience:

Education:

  • Secondary education is required. OR
  • University Degree in Project Management, Business Development, Public Administration, Economies, Social Science, Environmental Science Business Administration, Public Administration, or equivalent field will be given due consideration, but it is not a requirement. 

Experience:

  • Minimum of seven (7) years (with high school diploma) or four (4) years (with bachelor’s degree) of professional experience, preferably working with Local Government Units (LGUs) and development agencies in the areas of environmental management, local development planning and budgeting, project coordination and implementation, project planning and management and public administration.
  • Demonstrated experience in applying project management principles in LGU context and settings. 
  • Experience in multi-stakeholder consultations, coordination and engagement, planning, prioritizing, sequencing, managing, problem-solving, monitoring and reporting on the implementation of projects, 
  • Experience in handling web-based management systems, use of Microsoft Office applications, database software and packages 
  • Demonstrated experience in effective communication appropriate to various audiences
  • Proven track record of preparing and producing quality reports in English including writing project success stories and lessons learned, and best practices
  • Experience in facilitating and organizing trainings and workshops.

Required Languages:

  • Fluency in spoken and written English and Filipino is required.
