This position is located in the Budget and Finance Section in the Executive Office of the Department of Economic and Social Affairs (DESA), the Office of the Special Adviser on Africa (OSAA), the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (OHRLLS), the Regional Commissions New York Office (RCNYO) and the Chief Executives Board (CEB) Secretariat New York Office. The incumbent works under the overall supervision of the Senior Finance and Budget Officer.

Responsibilities

Within delegated authority, the Finance & Budget Assistant will be responsible for the following duties:

Budget and Finance:

  • Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
  • Assists managers in the elaboration of resource requirements for budget submissions.
  • Undertakes research and provides support to Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies.
  • Monitors expenditures and compares with approved budget; prepares adjustments as necessary.
  • Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
  • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
  • Co-ordinates with other finance and budget staff on related issues during preparation of budget reports;
  • Review and process travel requests and other requisitions, ensuring consistency in the application of the UN rules and procedures.

General:

  • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
  • Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.
  • Maintain and keep up-to-date files.
  • May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility.
  • Performs other related duties, as assigned.

Work Experience

A minimum of seven years of experience in finance, budget, accounting, administrative services or related area is required. The minimum years of relevant experience is reduced to five years for candidates who possess a first-level university degree or higher.

Experience in using financial functions in Enterprise Resource Planning (ERP) system, such as Umoja, and other relevant software packages is required.

Experience working in the UN system is desirable.

Experience working in an Executive Office is desirable.

Experience in reviewing and certifying travel requests is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise.

Special Notice

  • This position is temporarily available starting as soon as possible until 31 August 2024. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
  • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
  • This position is financed by extrabudgetary resources. The appointment or assignment and renewal is therefore subject to the availability of the funds.
  • Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
  • Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.   • This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules.
