POSITION SUMMARY:

The Finance & Compliance Officer is an integral member of the Controller team and serves in a critical risk management role for the organization. The Finance & Compliance Officer reviews finance and accounting transactions related to a portfolio of active USG and non-USG funded procurements and sub-grants for compliance with General Accepted Accounting Principles (GAAP), award terms and conditions, other applicable federal and non-federal regulations, and Freedom House policy. The Finance & Compliance Officer shares responsibility for maintaining optimal process efficiency, data integrity, information accuracy, and internal controls and will collaborate with program and operations teams, including Financial Planning & Analysis (FP&A) and Grants Administration & Compliance (GAC) on reporting, as well as policy and process improvements.

PRINCIPAL DUTIES, RESPONSIBILITIES, AND EXPECTATIONS:

  • Monitor, review, and ensure that the financial commitments of Freedom House are expended and reported on in accordance with the terms and conditions of the funding source, US regulatory requirements, and Freedom House policies and procedures.
  • Perform financial and compliance reviews of grant-related activities administered by US-based staff, affiliate field offices, contractors, and sub-awardees to ensure compliance with applicable regulatory requirements, including internal policies.
  • Review expenditures incurred to ensure full cost recovery, to ensure that costs are adequately documented, financial records are accurate and adequately maintained, grant related accounts are accurately reconciled, and produce quarterly and annually required financial reports to both external funding agencies and regulatory bodies as required.
  • Enhance and apply the organization’s financial policies and educate staff on best practices to ensure efficient and effective financial management of all US Federal and non-Federal grant activities based on relevant industry requirements, updates, and changes to regulatory and compliance requirements that impacts Freedom House’s business.
  • May participate in regular program financial and portfolio reviews to ensure compliance with applicable GAAP and other regulatory requirements, including internal policies, in collaboration with FP&A and GAC.
  • Assist in maintaining the Jamis Prime Enterprise Resource Planning (ERP) System.
  • Support the FP&A, Controller and international programs teams in preparing for and responding to external audits.
  • Other related duties as assigned, including assisting with new projects and initiatives, and handling ad-hoc finance and administration requests.

QUALIFICATIONS:

Education:

  • Bachelor’s degree in accounting, finance, business, or related field.

Experience:

  • Minimum three years of USG finance and grants administration experience including engagement with affiliate field offices.
  • Experience with US Department of State and/or USAID funded programs.

Technical Skills:

  • Thorough understanding of OMB compliance regulations, including 2 CFR 200.
  • Familiar with enterprise accounting software such as Jamis Prime, and the MS Office suite of applications, including SharePoint.

WORKING CONDITIONS:

General Working Conditions:

  • Remote work with 40-hour/week schedule to be determined based on business needs and location.
  • For candidates outside the US eastern time zone, your working hours may need to be adapted so you are available for a substantial part of the day during normal US ET working hours.
  • Some evening and weekend hours may be required to complete time-sensitive tasks or attend events.
