Job Overview

Overall Objective of the position (60% contract with possible contract level increase based on future projects)

Support the base with all finance activities. Under supervision of base admin, manage the base accounting books and respective documents. Support the base approximately 25% of the time with administrative filing, facilitating written tests, and following up with base staff regarding HR paperwork of leaves and timesheets and documents archiving.

Objective/Assignment 1: Keep the base’s cash & bank books

Responsibilities and Tasks:

  • Open an advance for any cash advances given, and make sure it is properly justified;
  • Respect the cash procedures (validation, amount …);
  • Prepare payments by check if needed;
  • Check the vouchers existence, completeness and quality and request missing invoices from advance requesters (authorized signatory);
  • Translate accounting documents as needed;
  • Prepare vouchers (stick invoices on the voucher, fill the designation, fill the donor’s part and the allocation code…);
  • Codify the invoices and enter them in the ledgers (cash book / bank book) and the accounting software;
  • File original invoices as per ACF double filing procedures;
  • Check the consistency between computer and physical cash balances;
  • Make a weekly cash count with the Base Admin/Field Manager & the last day of the month to close the accountancy; and
  • Send the base accountancy bundle by the 5th of the month the latest.
 

 Objective/Assignment 2: Check compliance with purchasing procedures

Responsibilities and Tasks:

  • Comply with purchasing procedures when remitting advances or doing payment of any sort;
  • Confirm with logistics department that purchasing procedures are properly applied, request additional data and documents if needed; and
  • Sensitize all staff on the quality of accounting and supporting documentation.

 Objective/Assignment 3: Under supervision of Senior Field Support Officer, help on communication of financial information

Responsibilities and Tasks:

  • Collect financial information from project managers to give inputs for the monthly treasury forecast; and
  • Collect information to contribute to the elaboration and update of the base financial plans.

 Objective/Assignment 4: Under supervision of Senior Field Support Officer, help with HR management of employees for the base, according to the ACF rules and procedures

Responsibilities and Tasks:

  • Keep staff files up-to-date; maintain high level of confidentiality;
  • Assist with paperwork follow-up in preparation for monthly payroll;
  • Contribute to organizing staff recruitments and end-of-contract requirements;
  • Other HR requirements of reasonable request to support the overall success of the base’s administrative functions.

Qualifications & Preferred Skills

Recruitment Criteria:

Qualification/Degree/Level of Studies Accountant’s Assistant or administration diploma and professional experience of 2 years on an equivalent position
Professional Experience 2 to 3 years of professional experience minimum
Technical Skills Accountancy and Bookkeeping rules knowledge;  Ability to codify:  Sorting, Filing, Archiving, Recordkeeping, Scheduling
General Skills Professionalism – Good organizer – Sense of confidentiality – Computer skills: Proficient with MS Office (Outlook, Word, Excel, PowerPoint)
Language Skills Good knowledge of English and Arabic
Other Requirements Demonstrated experience and/or personal commitment to promoting gender equity and equality
