Role Purpose
Reporting to the Senior Finance Manager – Final Mile Operations & General, the Finance Manager Strategic Projects, will work closely with colleagues across An Post Commerce (APC) and the wider business to deliver financial support on key projects (including financial modelling for key projects and programmes, the development of business cases and post implementation cost analysis). You will partner with colleagues to ensure the delivery of initiatives in line with strategic plans and targets and drive optimisation benefits.
This role will have a strong emphasis on the financial evaluation of projects and cost measurement of strategic initiatives and will provide a value added service by measuring and promoting financial performance, assuring the integrity of financial results and ensuring the effectiveness of internal cost controls and compliance with all statutory obligations.
Responsibilities
The primary responsibilities associated with this role include but are not limited to the following:
Working with Planning & Implementation Teams to financially evaluate National Route Design Programme (NRDP) redesigns & realignments, validating hours, movements and evaluating against targets.
Ensuring systems are updated to reflect new DSU designs – APBI organisational baseline etc. and ensure Final Mile designs reconcile to Organisational Baselines (OBCs).
Providing advice, requested data and financial feedback (as required) to the Planning, Implementation and Final Mile Operations teams as they progress through the National Route Design Programme roll-out and implementation process.
Preparing and agreeing with the Planning & Implementation teams their annual budgets, quarterly forecasts, NRDP costs/savings projections, and implementation costs (inclusive of pay, non-pay and capital costs). Monitor costs, highlighting areas of concern and ensure overruns and issues are escalated promptly.
Leading the APC annual capital budget process, consulting with APC senior management in the preparation and submission of the APC capital budgets. Assist in the preparation and submission of relevant capital approval requests & Board submissions, as required.
Undertaking project work as Finance Lead or as Project Manager and supporting colleagues across APC and Corporate functions in preparation and evaluation of business cases, service costing and pricing, participation and sign off of contracts etc. Building robust models to aid business decision making.
Acting as key participant in forecasting process and providing feedback and improvement where possible regarding budgeting / forecasting processes and amendments to PBCS budgeting / forecasting system and other financial systems.
Supporting and contributing to organisation and systems changes (e.g. costing, payroll, APBI etc.), participating in IT systems development, testing, training and roll-out, when required.
Working with Financial and Operational colleagues to monitor employees leaving the Final Mile and other APC business areas (as required) for reporting purposes and ongoing monitoring of strategic initiatives.
Preparing year end Average staff and FTE statistics, including subsidiary companies, for inclusion in published An Post Annual Report.
Providing responses to ad hoc and Regulatory requests for information and reports.
Providing cover for and assistance to colleagues within the Finance team as required.
Maintaining an awareness of control requirements at all times to ensure Corporate Governance requirements and compliance within An Post are met.

Knowledge & Experience
The successful candidate will have a minimum of 5 years work experience in Performance or Financial Management and Accounting, will have excellent advanced excel skills and a detailed knowledge of An Post’s Financial & Operational reporting systems (including APBI & IFS). You will be a qualified accountant with an ACA, ACCA, CIMA qualification or equivalent.
The successful candidate requires flexibility and adaptability, and an ability to put financial principles into operational terminology. You will have the ability to make informed quality decisions (substantiated with appropriate accurate reliable relevant information) as a result of monitoring, analysis, challenge and debate. You will be a flexible thinker, a problem solver and a strong communicator who can demonstrate the ability to simplify complex messages, and influence key stakeholders.
