As a Financial Control Assistant, you will review and process loan and grant withdrawal applications including applications for advance account and its liquidation, reimbursement, commitment letter, and direct payment, and help coordinate processing and administrative activities related to loan and grant disbursement.
- Process withdrawal applications of loans and grants under ADB public sector and co-financed projects, by critically reviewing withdrawal applications under the disbursement procedures, ensuring compliance with Loan and Grant Regulations, ADB policies related to disbursement, and the service level standards.
- Process transactions through the preparation of disbursement or journal vouchers or other relevant disbursement documentation.
- Monitor loan/grant accounts, including the operation of statement of expenditures (SOE) and advance fund procedure. Review the expenditures disbursed under the SOE procedure, with statistical sampling methodology.
- Prepare internal and external correspondence on disbursement-related matters for review by supervisors.
- Assist and collaborate on other areas of the division, if required, to respond to urgent and priority matters.
- Contribute to innovation projects and perform other tasks as assigned and reflected in your workplan.
Qualifications:
You will need:
- Bachelor’s degree in accounting, Business Administration, or Finance; with a Certified Public Accountant (CPA) qualification.
- At least 5 years’ work experience in disbursement, project administration, or relevant professional experience in accounting and auditing in a computerized environment with some supervisory role, in a large organization.
- Experience with accounting practices and systems and general policies, procedures, guidelines and reporting requirements prevalent in a multilateral institution.
- Experience with internal control concepts and business processes to help maintain sound internal controls and assessing risks related to financial reporting.
- Proven interpersonal and ability to resolve issues effectively.
- Proficiency in MS Word, MS Excel, MS Teams, Outlook, PowerPoint, SharePoint, and large accounting related software, such as Oracle ERP.
- Proficiency in the use of complex databases to input and extract information; able to produce standard and ad hoc financial reports.
- Experience with the business interaction between related work areas.
- Written and verbal communication skills in English.
- Ability to collaborate with teams as a constructive team member.
