Priority Placement Program, DoD Retained Grade Preference (RGP)****DutiesAs a FINANCIAL MANAGEMENT SPECIALIST at the GS-0501-11/12/13 some of your typical work assignments may include:

  • Financially managing individual foreign country Foreign Military Sales (FMS) programs providing advice and guidance on all financial aspects of these programs.
  • Developing, monitoring and implementing financial management systems and accounting procedures for process improvement, re-engineering and enterprise integration.
  • Liaison and coordinate with elements of the Executive Branch and various Washington Field Elements Branch of the DoD on proposed legislation, policies, regulations, and procedures related to the financial management and control of Security Assistance programs.
  • Works closely with DoD component headquarters and field level personnel supporting and participating in the development, coordination, and promulgations of DoD guidance that affects Security Assistance programs that operate under the direction and supervision of DSCA.
  • Leading financial management reviews with military departments (MILDEP) and representatives of the Government of Partner Nations to discuss and resolve financial issues.
  • Conducting internal control reviews, to include quality assurance reviews.
  • Coordinating with internal and or external counterparts to ensure that proper controls are exercised over accounting and financial management systems used in tracking expiring and FMF funds used for International Partners.
  • Providing interpretation of accounting reports and funds analysis to clarify account balances.

QualificationsA. You may qualify at the GS-13, if you fulfill the following qualifications:One year of specialized experience equivalent to the GS-12 grade level in the Federal service:

  • Performing analyses of financial statements and reports to resolve problems and developing methodologies to address such problems;
  • Analyzing the results and potential effects of budgetary actions to determine and communicate the implication of key findings on the financial statements; Evaluating complex programs for compliance with policies and regulations;
  • Ensuring proper implementation of fiduciary requirements for handling and accounting for U.S. Government funds (Experience must be reflected in your resume).

B. You may qualify at the GS-12, if you fulfill the following qualifications:One year of specialized experience equivalent to the GS-11 grade level in the Federal service:

  • Analyzing and evaluating continual changes in financial management program plans and funding and the effect on financial program milestones;
  • Compiling, analyzing and summarizing financial information related to an organization’s financial program;
  • Checking the accuracy and consistency of data, such as estimates, obligations, expenditures, revenues, and reimbursements (Experience must be reflected in your resume).

C. You may qualify at the GS-11, if you fulfill the following qualifications:One year of specialized experience equivalent to the GS-09 grade level in the Federal service:

  • Providing customer service and technical expertise regarding compliance with financial laws, directives, policies and programs
  • Participating in or conducting financial management reviews; identifying areas of policy and financial management for process improvement
  • Expressing solutions to complex financial matters both orally and in writing (Experience must be reflected in your resume). OR:

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.Combination of education and experience that makes up 100% of the specialized experience requirement for the GS-11 grade levelExperience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
