Note that the position may be in the Canadian Branch of BNP Paribas or in one of its subsidiaries based in Montreal.The position at a glanceThe Intermediate Holding Company (“IHC”) program structured at the U.S. level across poles of activities of BNP Paribas provides guidance, supports the analysis, impact assessment and drives adjustments of the U.S. platform’s operating model due to the drastic changes introduced by the Enhanced Prudential Standards (“EPS”) for Foreign Banking Organizations (“FBOs”) finalized by the Federal Reserve in February 2014, implementing Section 165 of U.S. Dodd-Frank Act.The Finance group at BNP Paribas North America (BNPP NA) is responsible for overseeing the LRR – accounting, financial and regulatory reporting for the firm. Currently BNP Paribas Finance North America is engaged in the implementation of the Fed’s Enhanced Prudential Standards for Foreign Banking Organizations. The group is specifically involved in the establishment of an intermediate holding company to oversee the US operations of the investment bank, retail bank, and asset management businesses.In detailThe Regulatory Program Manager will support the Financial and Regulatory Reporting teams (FinReg) and has broad-based responsibilities. These include:
- Assist in the enforcement of governance and oversight across the LRR – Financial and Regulatory Reporting teams. Establish and facilitate Committees and Forums as required.
- Serve as central point of contact to coordinate internal audit reviews and regulatory exams for LRR teams and support them to understand expectations from regulators and internal audit. Follow through with post review/exam feedback, track and drive closure to outstanding observations / recommendations.
- Ensure regulatory and IGNA audits are completed effectively and efficiently across the IHC/CUSO perimeter.
- Lead and drive BAU projects to deliver end-to-end solution (e.g. policy implementation, operational efficiency, process enhancements / standardization, remediation, etc.).
- Oversee and drive on-going enhancements and system implementation. Participate in various Committees and Forums to monitor progress, ensure clear understanding of business objectives and requirements, and escalate risks and issues to senior management as required.
- Provide general support to drive resolution to complex issues or ad hoc projects/topics:
- Define and enforce governance.
- Develop and maintain program/project plans, ensure on-time quality delivery of projects and activities assigned.
- Facilitate coordination with cross-functional teams.
- Monitor and report status to all stakeholders on a regular basis, consolidate and publish status reports.
- Risks, issues and change management, escalate effectively.
- Drive closure to decisions and outstanding issues.
- Schedule meetings, record and publish minutes.
- Participate in project planning and cost estimates, prepare and present budgets and forecast as required.
QualificationsThe strengths and skills that will help you succeed
- University Degree in Finance or related subject preferred.
- 5 to 7 years of work experience in the field of accounting and / or in the financial services industry
- Experience with Foreign Banking Organization.
- Regulatory and Financial Reporting experience required.
- Experience with Banking and/or Capital Markets products.
- Ability to understand complex financial products and system architectures, including accounting business processes including financial and management reporting (IFRS and US GAAP), month-end closing process, regulatory reporting, entity consolidations and multi-currency accounting.
- Ability to analyze complex problems and recommend practical and effective solutions.
- Excellent written and oral communication skills, with the ability to explain complex issues clearly and concisely to audiences of varying technical or accounting levels.
- Ability to work effectively in geographically dispersed cross-functional teams.
- Program and project management skills.
- Strong Microsoft software Office skills (Excel, Word, Access, PowerPoint, Visio, Project).
- Given the vast majority of our clients, both internal and external, are based outside of Quebec and Canada, specific language requirements may apply. Bilingualism in French and English is required.
