Fire Control Branch or Forestry Management Branch Option:A baccalaureate degree in forestry; forest management; OR Natural Resource Ecology and Management with a stated concentration in Forest Resource Management, Forest Enterprise, or Wildlife Habitat Conservation and Management followed by four years of professional level forestry experience.2. Reforestation Branch Option:A baccalaureate degree in horticulture; botany; forestry; agriculture; agronomy; genetics; OR Natural Resource Ecology and Management with a stated concentration in Forest Resource Management, Forest Enterprise, or Wildlife Habitat Conservation and Management followed by four years of professional level forestry or horticultural experience.3. Information and Education Branch Option:A baccalaureate degree in forestry; forest management; OR Natural Resource Ecology and Management with a stated concentration in Forest Resource Management, Forest Enterprise, or Wildlife Habitat Conservation and Management followed by four years of professional level forestry experience.SUBSTITUTION FOR OPTION 3 ONLY:Professional level teaching experience will substitute for a maximum of two years of the required experience on the basis of one academic year for one year of forestry experience.SUBSTITUTIONS FOR ALL OPTIONS:Graduate training which includes six semester hours in forestry, forest management, horticulture, botany, agriculture, agronomy, genetics, or forestry-related Renewable Natural Resources coursework will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience.A master’s degree in forestry, forest management, horticulture, botany, agriculture, agronomy, genetics, or Renewable Natural Resources with a stated area of concentration in Forest Products or Forestry and Forest Resources will substitute for one year of the required experience.NOTE:Graduate training will substitute for a maximum of one year of the required experience.NOTE: Any college hours or degree must be from an accredited college or university.Job ConceptsFunction of Work:
To perform specialized duties and serve as assistant to a Branch Chief in the management of a major division or branch of the Office of Forestry which plans, develops, and implements a group of statewide programs.ORTo serve as chief administrator of a large forestry program at a levee board or other state agency outside the Department of Agriculture.Level of Work:

Broad direction from a Forestry Branch Chief or other administrative official of the organization served.Supervision Exercised:
May exercise functional or regulatory supervision over employees of the organization served.Location of Work:
Predominantly used by the Department of Agriculture and Forestry. May also be used by Levee Districts and other agencies with large forestry programs.Job Distinctions:
Differs from Forestry Program Director by the responsibility of managing and implementing multiple statewide programs.Differs from Forestry Branch Chief by the absence of responsibility for the administrative management of statewide programs.Examples of WorkThe incumbent of this position shall direct the protection branch of the Louisiana Office of Forestry as well as supervise Forestry Program Director(s) of the respective programs(s) assigned. The protection branch is responsible for wildlife detection and suppression, firefighter training and the Federal Excess Property program. Incumbent coordinates with the Associate State forester on US Forest Service (USFS) grants within the program areas of responsibility. The incumbent serves on the emergency response team during natural disasters. Program oversight includes but is not limited to the Volunteer Fire Assistance Program, Federal Excess Property Program, Federal Wildfire Mitigation Grant, Federal Wildfire Protection Grant, Firefighter Training, Certified Prescribed Burner Program, Southern and South-Central Fire Compact Programs, and State Emergency Support – Firefighting (ESF4). Supervision for this position is received from an unclassified Associate State Forester. This Position is eligible for the Hazardous Duty Services Retirement Plan.60% – Program Administration Directs the operations of the programmatic areas assigned. Develops long and short-range plans and objectives of the programmatic areas assigned and ensures that goals and objectives are met by directors and field personnel. Provides oversight and guidance to the auxiliary programs related to the Office of Forestry programs which include but is not limited to the Southern Area Coordination Center compact agreements, Federal Stafford Act agreements, FAA compliance requirements, and non-governmental organizations (NGO) landowner assistance programs. Develops the budget for the program areas assigned and provides oversight for efficient utilization of resources. Compiles and submits reports to the Louisiana State Legislature. Maintains a list of Forestry substations, radio repeaters, and tower sites throughout the state. Manages state, regional, and national wildfire fighting agreements.30% – Grant Administration Completes and/or coordinates all requirements associated with the USFS State and Private Consolidated grant program. This involves preparing and submitting the narrative and application for three major grants from the USFS. Includes creating and tracking budget categories in each area. Completes summary, end of year reports, and audit preparation for each. These grants provide approximately $5 million dollars of funding. Serves on regional committees to review and select projects for regional grant consideration. Coordinates with the Associate State Forester on US Forest Service (USFS) grants in the program areas. This responsibility includes creation and submission of grant applications, tracking, and final reporting.5% – Administrative Performs administrative responsibilities which include, but are not limited to: Mandatory training courses, performance evaluations and planning sessions, certification of timesheets and leave entries.5% – Emergency Response The incumbent serves on the emergency response team during natural disasters. Represents LDAF at GOHSEP during disasters.
