Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) supports the transformation to more efficient, inclusive, resilient and sustainable agri-food systems, for Better production, Better nutrition, Better environment and Better life, leaving no one behind.

FAO is undertaking an internal capacity readiness assessment to serve as basis for defining a multi-year work programme to transform its global operations setup and update the information systems that underpin it. The work is overseen by the ERP Board, a senior corporate body entrusted with the strategic governance of the ERP environment in the Organization guided by a defined roadmap. The ERP Board is supported by a Transformation Steering Group (TSG), which coordinates the implementation of the ERP roadmap and develops and oversees the related programme of work.

The implementation of the programme is led by the ERP Programme Manager, supported by resources comprising a Programme Management Office (PMO), a Design Authority (DA) and functional workstream leaders for various areas of work (Human Resources, Finance, Supply Chain, Project/Programme Management). Each workstream comprises experts leading/supporting the specific area/subarea, business and functional analysts, and external business consultancy.

Reporting Lines

The incumbent will report to the Programme Manager.

Technical Focus

Support the identification a of business improvements in the areas of project portfolio management, supply chain management, human resources management and finance, leading to increased effectiveness and efficiency in the delivery of FAO operations, particularly in the field.

Tasks and responsibilities

The incumbent will contribute to the analysis and design of a specific business area of the work programme– projects portfolio management, supply chain, human resources and/or financial management; under the guidance and coordination of the Programme Manager (PM), and in close collaboration with the Business Process Owner (BPO).

He/she will liaise with the various business stakeholders to ensure the outputs of the work are completed as planned and specifically perform the following tasks, depending on the role assigned:

• Lead/advice on the design of the future business models, processes taxonomies, information/ data models and business requirements pertinent to the stream and its integration points with other streams or aspects of the programme [directly and/or through the coordination with external consultancies engaged with FAO to support the work];
• Support the BPO for the elaboration of the new business models and related processes and ensure these address the gaps identified, and result in a streamlined, effective and efficient business processes, fit for purpose for FAO’s country offices, Regions, technical divisions, business process owners and other relevant headquarters divisions and FAO’s new/future business model;
• Plan and coordinate the delivery of the workstream activities with particular attention to the involvement of the stream business stakeholders in close coordination with the BPO, monitor progress, identify and manage risks and constraints;
liaise regularly with business focal points on matters concerning the workstream, ensuring integration, common understanding and alignment across the programme;
• Document decisions taken, workshop outcomes and other programme operational tools used within the governance of the programme; contribute to the preparation of briefs, presentations or reports as required;
• Support the Programme Manager and BPO in the delivery of the programme for his/her scope of work;
• Provide technical guidance/ expertise on the solution strategy and implementation (inclusive of feedback cycles of configuration and management of solution, alignment with business requirements, change and control management; contribute to translating business requirements into functional specifications);
• Perform any other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in business management, finance, law, economics, information technology and information systems or other related field;
• Minimum of six years of experience in a professional role as project or programme manager, business functional specialist or business analyst;
• Working knowledge (level C) of English and limited knowledge (level B) of one of another FAO official languages: French, Spanish, Arabic, Chinese or Russian.

Technical/Functional Skills

• Work experience in more than one location or area of work.
• Extent and relevance of experience in a specific functional area (project/programme portfolio management, human resources management, supply chain management and/or finance, strongly preferred within the United Nations system.
• Experience in business/data analysis and requirements development, and process redesign of enterprise solution implementation.
• Experience implementing or supporting an ERP system, preferably Oracle EBS and/or Oracle Cloud Applications, in a similar module/process area lead role. Other enterprise-class solution implementation also desirable.
• Demonstrated experience in building collaborative relationships within the organization and with external stakeholders; and ability to work with individuals from different cultural backgrounds and at all levels in the organization.
• Familiarity with FAO business processes or systems and tools, or in general the specific business requirements of UN agencies, is desirable.
• Experience in change management or business transformation is considered an asset.
• Excellent analytical, communication and report-writing skills in English.
