To strengthen these efforts, UNFPA Philippines seeks a consultant with expertise in GBV response and data analysis to promote evidence-based programming. The consultant will play a vital role in supporting the evaluation of interventions and providing technical guidance on the safe and ethical collection of GBV data for informed decision-making.
The primary objective of this consultancy is to provide support in the realization of UNFPA Philippines’ CP9 Implementation Plan through overseeing the baseline researches, assessing current state of GBV services and engaging with strategic partners in strengthening GBV response, case management and information management system.
Scope of work:
- Support the conduct of studies/researches that will serve as guide to CP9 programming and ensure that key stakeholders are engaged
- Co-develop and implement a plan of action based on research findings, including recommendations for continued engagement with key stakeholders involved
- Support the evaluation of the localization of referral pathways and identify opportunities for refinement
- Provide technical assistance to strengthen the infrastructure and capacity to provide comprehensive and survivor-centered GBV case management that is inclusive and responsive to the diverse needs of all survivors
- Support the implementation of a roadmap for a harmonized GBV Information Management System to optimise administrative data collection and reporting
- Co-develop and implement a comprehensive proposal or advocacy strategy for a dedicated VAW prevalence survey through referencing materials from kNOVAWdata initiative and other relevant resources
- Support in linking the national government to resources and experts that can provide technical support and know-how towards the enhancement of survivor-centered GBV data systems (prevalence and administrative data)
- Work with key coordination bodies such as the IACVAWC and government agencies such as DSWD, DILG, PCW, DOH and CSOs to strengthen multi-sectoral coordination for GBV response
- Collaborate with and support other units/teams in the UNFPA Country Office to ensure integration of efforts in relevant outputs and workplans, leveraging existing materials, resources and partnerships
- Support the Country Office in any other related tasks, as needed
Duration and working schedule:
- This is a full-time consultancy and is expected to be completed within 11 months, starting from 01 February 2025 until 31 December 2025. The Consultant is expected to be at the UNFPA office from Monday to Friday.
- Place where services are to be delivered: UNFPA Country Office – Manila
- Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
- The consultant will be placed at UNFPA Manila. The key deliverables are listed above but not all deliverables are to be provided in electronic and hard copy as applicable.
- Monitoring and progress control, including reporting requirements, periodicity format and deadline: monthly accomplishment reports based on the Terms of Reference with proper documentation
- Supervisory arrangements: The consultant will report to and be supervised by the Gender/GBV National Programme Officer.
- Expected travel: The Consultant is expected to undertake field missions as applicable in consultation with the supervisor.
Required expertise, qualifications and competencies, including language requirements:
- Academic
- Master’s Degree in Gender Studies, or related Social Sciences, or any other relevant field of study, with prior years of relevant professional experience listed below
Experience :
- Extensive experience in project sustainability assessments, particularly in the field of mental health, psychosocial support, and gender-based violence.
- Strong analytical and research skills.
- Demonstrated understanding of international development, UN agencies, and public health initiatives.
- Excellent communication and interpersonal skills.
- Languages: Fluency in Filipino and English
