Background
The Green Climate Fund (“the Fund”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.
The Fund will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.
The Fund is governed by a Board, composed of an equal number of members from developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. The Fund pursues a country-driven approach in its operations. The Department of Latin America and the Caribbean -Caribbean Subregional Team at the Green Climate Fund (GCF) is dedicated to advancing climate finance initiatives in the Caribbean by engaging with regional stakeholders to understand and address climate finance needs. They support project development by providing technical guidance and work with national authorities and accredited entities to align projects with GCF objectives. The team enhances regional capacity through workshops and training, monitors and evaluates project impacts, and contributes to policy development for climate resilience. By facilitating access to GCF funding and maintaining effective communication, they ensure the Caribbean’s climate priorities are integrated into GCF strategies, fostering sustainable development across the region. The Fund seeks to recruit a Caribbean Subregional Team Consultant to join its team at the GCF headquarters in Songdo, Incheon, Republic of Korea.
Role
Under the supervision of the Subregional Lead for the Caribbean, the Caribbean Subregional Team Consultant will support the Caribbean Subregional Team to successfully implement their workplan. S/he will provide operational, analytical, and administrative support to the team responsible for managing the Subregional Team’s projects and initiatives. The consultant will be responsible for providing strategic and operational support to the Caribbean Sub-Regional Team ensuring effective stakeholder engagement and advancing the Green Climate Fund’s (GCF) objectives in the region.
Duties and Responsibilities
The consultant will be responsible for, but not limited to, the following tasks:
Accreditation Pipeline Tracking workstream
- Act as the primary liaison between the Accredited Entities Relations Unit (AERU)and the Caribbean Sub-Regional Team.
- Manage inquiries from Accredited Entities and entities seeking accreditation, providing timely and accurate responses after liaison with AERU.
- Coordinate meetings and engagements with stakeholders, including Accredited Entities, National Designated Authorities (NDAs), and other partners.
- Lead the development and implementation of the accreditation strategy, focusing on modalities such as the Project-Specific Assessment Approach (PSAA) and Financial Management Capacity Assessment (FMCA).
- Provide strategic guidance to entities to strengthen their track records and readiness for accreditation.
- Conduct continuous regional scoping of Caribbean entities, including NGOs, CSOs, private sector organizations, and regional institutions, to identify potential candidates for GCF accreditation and inform mission planning, sectoral engagement, and targeted outreach.
Readiness Support and Document Review workstream
- Review readiness submissions, including National Adaptation Plans (NAPs) and Concept Notes etc. related to Funded Activity origination.
- Provide detailed feedback and recommendations to enhance the quality and relevance of submitted documents.
- Support the team in coordinating with internal stakeholders across the Secretariat and with external service providers to address issues with Readiness grants and Funding Proposals under implementation.
Event Preparation and Coordination workstream:
- Support the planning and execution of regional dialogues and other events.
- Develop event agendas, draft Save-the-Date communications, and design feedback surveys to assess the needs of NDAs, Accredited Entities, and nominated entities.
- Facilitate engagements with private sector stakeholders, ambassadorial representatives, and ministerial delegations via the coordination of visits to other events of interest.
Knowledge management and reporting workstream:
- Support the team in reporting to the Board, senior management, and other divisions upon request
- Support the development of knowledge products to demonstrate the impact of Green Climate Fund funding for Caribbean country climate priorities
- Curate the team SharePoint site and ensure all information is stored logically and is easily accessible
- Support the team to produce webinars, slide decks, briefing notes, and other communications material
- Complete thematic research and analysis on various topics, including preparation of a research papers to support project origination.
- Perform other tasks as deemed necessary by the Caribbean Subregional Team Lead
Required Experience and Qualifications
- A degree in a related subject such as public policy/administration, economics, commerce, climate change, environmental or science/management, development studies
- At least 2 years of work experience including experience in climate change and/or international development
- Familiarity with pertinent issues in Caribbean countries’ access to climate finance, including capacity building, policy support, knowledge management and project preparation.
- Knowledge of the political and cultural landscape of the Caribbean Subregion
- Excellent communication skills and the ability to prepare and communicate complex information in written format
- Experience in project development, management and appraisal is beneficial
- Exceptionally strong organizational skills and attention to detail
- Ability to multi-task and meet strict deadlines
Fluency in English is essential; knowledge of another UN language is an advantage
