Job description
The Alaka’ina Foundation Family of Companies (FOCs) is looking for a Gender Advisor to support the U.S. Indo-Pacific Command (USINDOPACOM) Pacific Outreach Directorate (J9) All Hazards Division (J91) out of Camp H.M. Smith, Hawai’i.
DESCRIPTION OF RESPONSIBILITIES:
- Providing technical and functional recommendations to the USINDOPACOM Commander and staff on implementing U.S. national and Department of Defense policy relating to Women, Peace, and Security throughout the Asia-Pacific region.
- Providing in-person presentations regarding Women, Peace, and Security-related tasks for Service Component Commanders, Combatant Commander, U.S. Embassies, Joint Staff, and Office of the Secretary of Defense senior leader and policy officials.
- Reviewing all Women, Peace, and Security-related U.S national laws and Department of Defense policies, procedures, and codes of conduct, and providing USINDOPACOM with an interpretation of the design and implementation of these directives.
- Attending and providing input to cross-functional planning and working groups to ensure gender perspectives are considered in USINDOPACOM’s civil-military coordination and information operations.
- Providing direct planning support and execution of key leader or interagency engagements for USINDOPACOM Senior Leaders on gender-related issues.
- Identifying and recommending opportunities for USINDOPACOM to participate in collaborative gender-related planning efforts with the Office of the Secretary of Defense, Joint Staff, Department of State, the Intelligence Community, Combatant Commands, service components.
- Complying with annual reporting requirements set forth by the Office of the Secretary of Defense, as directed by Executive Order 13595 “Instituting a National Action Plan on Women, Peace, and Security.”
- Drafting informational papers and/or briefings on gender-related topics for USINDOPACOM Operational Planning Team meetings.
- Providing recommended Women, Peace, and Security-related training modules for USINDOPACOM and subordinate command staff and integration of gender mainstreaming initiatives within USINDOPACOM activities with partner nations, to include operations, exercises, security force assistance, and engagements.
- Planning, organizing, and executing Women, Peace, and Security/Gender Advisor Working Group for USINDOPACOM on topics reviewed and approved by the All-Hazards Division.
- Gathering and analyzing Women, Peace, and Security-related data obtained from open source and Government reporting to assess the impacts of USINDOPACOM activities in the Asia-Pacific region.
- Providing recommendations for improving the synchronization of efforts and processing of internal and external functional reporting, including but not limited to gender-related inputs to existing and standard reporting.
- Drafting and routing for approval executive-level correspondence, articulating USINDOPACOM’s perspectives and objectives on gender-related initiatives.
- Providing documentation of activities, internal to the command and throughout the Asia-Pacific region, in support of Women, Peace, and Security efforts.
REQUIRED SKILLS AND EXPERIENCE:
- Must complete or have completed the Department of Defense Operational Gender Advisor Course, certified by Joint Staff J7, or an equivalent 5-7 day, in-residence course of instruction offered by signatory organization to the United Nation Security Council Resolution 1325 on Women, Peace, and Security (e.g. Gender Advisor Courses offered through the North Atlantic Treaty Organization’s Nordic Center for Gender in Military Operations).
- Must possess the ability to coordinate and integrate the work of others, to keep initiatives focused, to assess the effectiveness of efforts and programs, and recommend adjustment(s) to program priorities and allocated resources.
- Must be proficient in Microsoft Office products, especially Outlook, Word and PowerPoint.
- May be required to travel to the continental United States and overseas to attend meetings, conferences, and trainings.
REQUIRED CITIZENSHIP AND CLEARANCE:
- Must be a U.S. Citizen.
- Must have a favorably completed NACLC or T3 or T3R equivalent investigation.
- Must have and maintain a Secret clearance.
