Position Description:USAID’s Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.The Gender, Age, and Social Inclusion (GASI) Advisor will enhance BHA’s technical leadership, guidance, policy development, and coordination to advance gender equality and social inclusion efforts in humanitarian assistance. The GASI Advisor will work on the intentional inclusion of diverse and intersectional needs and priorities of historically marginalized groups, including women and girls, youth, older adults, persons with disabilities, LGBTQI+ individuals, and ethnic and religious minorities. The GASI Advisor will provide broad analytical and advisory support on GASI issues, focusing on the development, and coordination of select GASI Team information products, guidance notes, technical standards, and data analysis. The GASI Advisor is a member of the Gender, Age, and Social Inclusion Team—part of the Office of Technical and Program Quality (TPQ) Protection and Community Capacities (PCC) Division. The GASI Advisor’s day-to-day work assignments and oversight will be provided by the GASI Team Lead, with formal supervisory and evaluation functions performed by a BHASC Performance and Development Manager.Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Work Schedule: Full-time, Hybrid (up to 3 days in office).Location: Washington D.C.Starting Salary Range: Full salary range for this position is: $115,000.00 – $138,000 a year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.Clearance Required: Able to obtain a secret level clearance (US citizenship required) Responsibilities:Working under the guidance and technical supervision of a GASI Team Lead (TL) and the PCC Division Chief, the GASI Advisor will perform the following:

  • Serve as an expert source of information on and analysis of GASI issues for BHA, particularly on issues relating to inclusive program design, participatory decision-making, and strengthening the voice and leadership of local civil society organizations led by marginalized groups.
  • Support the development of select GASI Team information products, guidance notes, technical standards, and data analysis.
  • Conduct assessments of humanitarian conditions and programming for affected populations and make context specific recommendations on ways to improve response strategy and programming to support and promote the needs, capacities, and interests of diverse and traditionally marginalized groups.
  • Build technical relationships and communications plans with key BHA Geographic Offices, Response Teams, technical sector teams, and key stakeholder points of contact on GASI, and inform their gender, age, and social inclusion efforts.
  • Work with regional teams to develop and implement appropriate and comprehensive GASI strategies, including programming and advocacy recommendations, tailored to their regional context and protection needs in coordination with geographic teams in DC and the field, relevant USAID Offices and Missions, relevant USG agencies and US Embassies, relevant donors and/or relevant host country ministry officials.
  • Provide administration and oversight support on the GASI global award portfolio.
  • Provide technical feedback on the GASI aspects of funding applications grant proposals submitted to BHA particularly on the quality, relevance, and effectiveness of their gender analyses, gender integration, and consideration of diversity factors.
  • Anticipate and draft documents and briefing memos for TPQ and Bureau leadership on GASI topics for important meetings and events.
  • Travel to the field, sometimes at short notice and for extended periods of time, to advise regional teams on GASI issues. It is expected that this position will require travel up to 25 percent of the time, providing technical guidance and support on gender, age and social inclusion considerations and dedicated interventions during disaster responses.
  • Coordinate with other teams and other relevant offices within BHA and USAID on the development and implementation of clear and concise policy inputs, responses to Congressional inquiries, internal briefing documents, and public communications materials related to safe and accountable programming issues for BHA and USAID in general.
  • Help plan organizational strategies and responses to GASI issues. Assist with decisions and guidance that significantly affect BHA and USAID policies on gender age and social inclusion issues.
  • Perform other duties as assigned.

  • Masters degree and zero (0) years or Bachelor’s degree and two (2+) years of experience, or High School diploma with six (6+) years of experience, with significant focus on social work, international studies/political science, community engagement or development, social justice, and international humanitarian law or other related fields.
  • At least two years of progressively responsible experience in humanitarian assistance, disaster relief, international development, or similar field. Experience in the field, with direct engagement with persons of concern, is preferred.
  • Must be able to obtain and maintain a US Government issued Secret clearance for the duration of your employment.

Other Qualifications and Requirements:o Preferred: Master’s degree and six (6) years of experience or Bachelor’s degree and eight (8) years of experience working on integrating gender, age, and social inclusion in humanitarian programming and/or policy. This could include inclusive program design and implementation, gender and inclusion-focused advocacy, participatory approaches, and/or strengthening local capacity of civil society organizations led by marginalized groups.

  • Experience working directly on gender, age, disability, LGBTQI+, or social inclusion programming, related issues and/or broader protection issues, preferably in a United Nations (UN), Non-Governmental Organization (NGO) or, government environment.
  • Demonstrated fluency in critical concepts of advising, assessing, designing, or managing programs or efforts related to gender, age, disability, LGBTQI+, or social inclusion in humanitarian contexts, and ability to develop program strategies or guidance.
  • Detailed knowledge of GASI issues and relevant concerns in a humanitarian emergency context – at country and at global level.
  • Requires a thorough understanding of the international humanitarian environment with respect to GASI issues, operations, related policies, regulations, and inter-relationships among the United States Government (USG), donor and other international organizations.
  • Strong written and oral communications skills, including the ability to write technical documents and speak about GASI issues in emergencies to colleagues within and outside of USG.
  • Strong interpersonal skills and experience working effectively independently and as a member of a team.
  • Possess excellent judgment and reliability;
  • Have strong organizational skills and exceptional attention to detail;
  • Have strong working knowledge of Microsoft Office and Google Suite;
  • Be able to multi-task and work under deadlines in a fast-paced and collaborative environment;
  • Be capable of prioritizing tasks and follow up on actions without prompting;
  • Be flexible and adaptable to changing circumstances; and
  • Participate as an active team member who assists other team members as necessary.
