The team is also dedicated to fostering a diverse, inclusive, and equitable workplace where everyone feels a sense of belonging.POSITION SUMMARYThe United States Agency for International Development (USAID)-funded Global Civic DEFENDERS (Digital Freedom Enabling Networks for Defend Rights and Security) is a five-year program that aims to empower local civil society, human rights defenders, and independent media organizations to effectively address digital repression within their specific contexts, particularly in environments marked by repression. The program will concentrate on fostering enduring local resilience within civil society through a collaborative network involving global, regional, and local stakeholders, especially for women and other marginalized groups. Four objectives include: Improved digital security; Enhanced civil society influence in policy advocacy on digital governance issues; Increased access to the unrestricted internet for those experiencing censorship or connectivity disruptions; and Improved holistic support for those experiencing digital repression. Expected interventions include providing technical guidance on digital security, advocating for digital governance, circumventing censorship, and offering comprehensive support encompassing legal, psychosocial, and physical security measures. Notably, this initiative closely aligns with USAID’s current strategy, emphasizing a strong emphasis on localized action.Freedom House is seeking an Advisor who will be focusing on integrating Gender and Other Marginalized Groups considerations within the objectives of the Civic DEFENDERS program. The Gender and Marginalized Groups Advisor is responsible for ensuring the project and all of its activities meaningfully and holistically integrate considerations particular to women, LGBTQI+ persons, gender nonconforming individuals, and other marginalized groups, in accordance with the Gender and Marginalized Groups cross-cutting priority.This position will be based in Washington, DC. and will report to the Chief of Party.Disclaimer: This fulfillment of this position is contingent upon the issuance of funding from USAID.PRINCIPAL DUTIES & RESPONSIBILITIES
- Contribute to the baseline GESI analysis during program start-up; work with project team and partners to co-design and implement a GESI strategy and GESI auditing tools.
- Conduct staff and partner capacity analysis and strengthening to ensure that all staff are engaged and allied to work as one team to support and mainstream GESI.
- Facilitate gender analysis and maintain ongoing monitoring and evaluation of gender-focused initiatives and activities.
- Identify and engage relevant local stakeholders to support integrated gender analysis and assist in socializing interventions.
- Provide oversight and contributions to the activities and the grant development process that will ensure that the process is equitable, accessible, and to meaningfully and holistically integrate considerations particular to women, LGBTQI+ persons, gender nonconforming individuals, and other marginalized groups.
- Work with the technical team and potential beneficiaries, partners and/or grantees to ensure that all programmatic capacity strengthening provided by the project exemplifies best practice in gender, other marginalized groups and inclusion.
- Contribute to monitoring and evaluation activities focusing on GESI.
- Support the design and implementation of GESI-related indicators.
- Develop and deliver capacity building trainings on GESI and human rights through multiple modalities for staff and provide training, mentorship, and coaching to all regional, local partners and sub-grantees in GESI.
- Facilitate stakeholders’ engagement, networking, and coordination to advance shared goals and objectives on gender mainstreaming and inclusion.
- Respond promptly to stakeholder needs and solicit stakeholder feedback to improve service quality.
- Other duties as assigned by the Chief of Party.
QUALIFICATIONSEducation:
- Bachelor’s degree in human rights, gender studies, social studies, women’s studies, international development, or a related field. A master’s degree is preferred.
Experience:
- A minimum of five (5) years of related work experience advising USAID-supported programming on integrating considerations related to gender and marginalized groups.
- Experience advising on this topic must include programming related to internet freedom, digital security, civil society, policy advocacy, independent media, and/or human rights.
- Demonstrated experience in conducting gender analysis, gender audits, power analysis, and participatory approaches.
- Demonstrated experience in developing and implementing GESI plans in culturally, politically, and security sensitive environments.
- Experience and knowledge of issues related to women, LGBTQI+ persons, gender nonconforming individuals, and other marginalized groups in the context of human rights, rule of law, democracy, governance, conflict prevention, and resilience-building are required.
- Experience and knowledge of issues related to women and other marginalized groups in a variety of contexts, including environments marked by repression, and closed and closing civic space.
Technical Skills and Abilities:
- Knowledge of important digital governance debates, the technical and legal mechanisms underpinning online censorship and surveillance, and the ways in which technology can contribute to repression, particularly of women and other marginalized communities.
- Ability to establish strong working relationships with various stakeholders including the USG, government representatives, other donors, and partners.
Solid understanding of the value systems, traditions, and social norms and practices of different cultures is strongly preferred. * Excellent written and oral communication skills in English, with strong writing ability at a donor project reporting level. Fluency in English while knowledge of other languages is a plus.
- Ability to travel as needed, including internationally (approximately 10-15%).
