The incumbent of the post reports to the Public health specialist.
Responsibilities
Provide technical expertise in designing the MHPSS and GBV module of the new electronic medical record, ensuring alignment with UNRWA technical instructions.
• Is responsible for the development of MHPSS and GBV modules of the new electronic medical record, ensuring that business requirements are set and revised, in close collaboration with relevant internal and external stakeholders, and leads the review and evaluation of relevant business processes and proposes innovative and streamlined revisions to simplify them.
• Provide technical oversight to test and implement the roll out of the module, with in-depth analysis of existing guidelines and develops new internal guidelines and Standard Operating Procedures (SOPs), and training materials on system related changes; leads the development and delivery of high-quality staff training to users in HQs and fields as required.
• Work closely with relevant stakeholders to create regular information management products, facilitating the visualization and reporting of analysis findings.
• Conduct regular progress and gap analysis, and formulate priorities based on analysis findings to support the enhancement of MHPSS and GBV service delivery and build the right features/ break fixes and thoughtful end-to-end solutions.
• Organize and maintain secure and accessible systems for the inter-department exchange of MHPSS and GBV information.
• Coordinate with internal departments and external actors to uphold high standards of information management in accordance with humanitarian principles and guidelines.
• Provide operational support for cross-cutting services, including monitoring, reporting, and promote improved services.
• Drafts technical papers and analytical reports with findings and recommendations that will feed into effective planning and decision making within HD and beyond.

Education
– Advanced university degree (Master’s or equivalent), from an accredited educational institution in public health, gender studies, social studies, human rights, or other field related.

Work Experience
At least five years of responsible and relevant experience in MHPSS/GBV and information management preferably electronic data management is required.
Substantive knowledge and understanding of MHPSS and GBV programming is required.
Demonstrated ability to coordinate with other UNRWA department and external stakeholders is required.
Advanced university degree (Master’s or equivalent), from an accredited educational institution in public health, gender studies, social studies, human rights, or other field related is required.
Understanding of the Palestine refugee’s context at the regional and country level is desirable.
Knowledge of UN system is desirable.
