The World Organisation for Animal Health (WOAH – founded as OIE) is a leading intergovernmental organisation representing 183 Members worldwide. Through its activities, WOAH makes a decisive contribution to improving animal health, protecting animal welfare and strengthening Veterinary Services. The Organisation provides transparent information on world’s animal health situation, and promotes international standards, particularly in terms of the safety of trade in live animals and animal products. This position is located in Paris. Following a period of internal scoping to develop an appropriate operational model, in December 2021 WOAH launched an internal Gender Task Force (GTF), composed of 24 staff working across departments at Headquarters and Regional/Sub-regional offices, to inform WOAH’s understanding of gender across its mandate, including its projects, programmes and strategies. The Gender Technical Advisor will be based will be based at the WOAH Headquarters’ office in Paris, France and will be focused on supporting WOAH in mainstreaming gender across the organisation. |
Job Description |
Positioning and reporting Under the authority of the Director General, the Technical Advisor will be directly answerable to the Deputy Director, General for Institutional Affairs and Governance, in collaboration with the Gender Task Force, the Strategic gender Advisor at the WOAH Headquarters in Paris. The staff member will also work collaboratively with Regional Representations and with different departments across the organisation. The Gender Technical Advisor will provide technical guidance, research and coordination of gender mainstreaming and gender equality within WOAH, with Members and with external partners and stakeholders. The advisor will work closely with the Gender Strategic Advisor to ensure a comprehensive and integrated approach to gender-related initiatives while ensuring clear delineation of responsibilities and tasks. |
Job purpose The Gender Technical Advisor will play a crucial role in integrating and operationalising gender considerations into WOAH’s programming. The staff member will provide expertise and guidance on gender mainstreaming strategies and tools, develop or apply appropriate gender integration guidelines and tools, and support staff teams, projects and Members in designing and implementing gender initiatives. The staff member will contribute to the implementation of the WOAH gender strategy and the development of the gender action plan. The incumbent will also play a leading role in monitoring, evaluation and learning (MEL) of gender equality outcomes in relation to projects and to WOAH’s strategy. The staff member will work closely with the GTF, which as an internal staff network, can assist with prioritisation and integration of activities with projects and teams. The incumbent will collaborate closely with internal and external stakeholders to ensure the effective implementation of gender approaches and the achievement of gender equality outcomes. |

Expériences / Formation
Qualifications and Experience Required qualifications
– Advanced graduate degree (Master’ degree or equivalent) in gender studies, international relations, political science, social sciences or other relevant field.
– At least 5-7 years of experience working in gender mainstreaming and women’s empowerment.
Required technical skills
– Proven experience in developing and implementing gender policies, strategies, and guidelines.
– Experience working with multilateral frameworks and intergovernmental institutions relevant to Gender Equality, Disability and Social Inclusion GEDSI
– Ability to translate findings from a gender analysis into practical recommendations for uptake by program staff who are not gender specialists.
– Strong understanding of international gender equality agendas, conventions, and commitments.
– Excellent communication, facilitation, and presentation skills.
– Excellent written and spoken command of English.
– Demonstrated ability to manage complex projects and deliver results within established timeframes.
– Demonstrated capacity to communicate to larger audiences across multiple project management systems, accompanied by knowledge in PowerPoint, Word, Excel, SharePoint (or equivalent) and other web-based software applications
– Experience facilitating workshops and developing training materials relevant to the advancement of gender equality.
Additional desirable skills
– Proficiency in quantitative analysis of surveys
– Proficiency in French and/or Spanish, the other working languages of WOAH, would be an asset
– Expertise in the animal health sector or related fields, including understanding its gender dynamics and challenges, is desirable.
– Professional experience gained in multicultural working environments, preferably in multiple geographies across the world, working with government, civil society, international organisations, or relevant private sector entity.

Salaire
Working conditions
– Type of contract: Fixed-term contract.
– Duration: 2 years renewable.
– Location: WOAH Headquarters 12 rue de Prony 75017 Paris, France.Salary: commensurate with qualifications and experience), exempt of French income tax + annual performance bonus + plus allowances based on eligibility.
– The post is a full-time position based at the WOAH Headquarters in Paris and requires long hours in a seated position at a computer.
– It can entail missions abroad.
– Telework is currently authorised up to 3 days per week.
