Headquarters Allied Joint Force Command Norfolk (JFCNF) provides a resilient, static Joint headquarters to plan, prepare, and conduct operations across all domains in peacetime, crisis, and conflict, in order to support NATO’s three core tasks at the Joint Operational level, as directed by SACEUR.The Support Directorate is responsible for planning, directing, monitoring, assessing, and coordinating Support staff functions. It assists and provides advice on policy matters and in the execution of all support activities, including provision of regional focus. It directs and oversees all J1, J4, and J6 activities.As an integral part of the development of Joint Force Command Norfolk, the Programme Management Office for JFCNF 2.0 provides:A holistic, cross-functional, objective analysis and advisory capacity for the delivery of JFCNF 2.0 across the HQ, in accordance with MC direction and aligned to AAP-16(E) Procedures.A HQ-wide strategic organizational change management capability for the delivery of JFCNF 2.0.A common Project and Programme Management capability within ACO based on proven project and programme management principles and techniques.The incumbent serves as a Subject Matter Expert to the Programme Management Office on all matters pertaining to construction oversight and administration, conducting inspections and quality control assessments during construction.Principal Duties:Project Management:

  • Oversee and coordinate requirements and monitor the delivery of systems which ensure the new JFCNF Command Facilities are fit for purpose with the appropriate life support and monitoring systems.
  • Together with cross-functional Subject Matter Experts (SMEs) and Infrastructure Project Integration Manager, assist the Deputy Director PMO during the design and construction phase in the liaison with USA Project Management Team (PMT) to ensure that design and schedules are executed in accordance with NATO regulations and the overall timelines following a programmatic approach.
  • Monitor the project and advice the Infrastructure Project Integration Manager on the JFCNF project deliverables to achieve the outcomes and benefits required for her strategic role.
  • In order to assure the vision for the JFCNF Command Facilities project and its supporting related projects rest protected and develop cohesively in all phases of the implementation.
  • Support to Deputy Director PMO in leading change, communicating the future outcomes, and focusing in delivering a coherent capability in regards with the Command Facility.

Planning and Execution:

  • Support Deputy Director PMO in the integration of the various governance strategies and plans to produce successful outcome for the JFCNF facility. In this regard, support to develop or develop if appropriate a tranche structure, JFCNF leadership and National inputs reviews aligned with the project milestones and support in the identification of interdependencies.
  • Determine requirements and related quality management and assurance activities, especially in regards with acceptance criteria for the project in relation to general engineering elements and project integration.
  • Provide Subject Matter Expertise (SME) advice in relation to user and technical requirements changes and how these should be reflected within the project for delivery by United States.
  • Provide continual reviews of related acceptance criteria for each requirement, providing assurance that such criteria remain extant and are included as part of the Hand-Over Procedure and subsequently Joint Acceptance Final Inspection.
  • Support the development and develop of a Risk Management Strategy, via a risk register, and issue management and resolution plans, including the relevant logs for this matter. Make appropriate analysis and prepare narrative reports explaining risks and issues identified and recommend corrective actions to be taken.
  • Support the Deputy Director PMO in identifying the potential interest of each stakeholder against their areas of interest and hence work out approaches and priorities for stakeholder engagement and communication, In order to achieve that develop stakeholder profiles and by the strategic need, develop a Stakeholder Engagement Strategy together with a Benefits & Stakeholder Communications Plan in support of JFCNF leadership. Of upmost importance is to liaise with BSG, external stakeholders, NCIA and HN (USA) PMT on integration of systems including JFCNF Compound.

Other duties include:

  • Direct necessary changes and furnish advice and assistance where deficiencies are noted.
  • Assist the Deputy Director PMO in collaboration with NCIA and the PMT, on execution schedules and cost estimates for requested changes.
  • Support in the Risk management Process and Contribute to the issue log, risk register, and user requirements changes in regards with his/her area of responsibility.
  • Liaise with the PMT for oversight of execution documents (technical data sheets, documentation, calculation notes, execution drawings, technical construction details, schemes, etc.) submitted by the Contractors on their compliance with the contract award documents, NATO regulations and with best practice.
  • Take part in the testing and acceptance process, assisting the Deputy Director PMO on the new technical installations.
  • Assist the Deputy Director PMO on the follow-up on the Nations’ fit-out works, planning and coordinating the business change.
  • Assist the Deputy Director PMO in the preparation of project status reports.
  • Together with the other members of POSH, manage the As-Built documents and the maintenance documentation.
  • Coordinate with the NATO divisions on the follow-up of the compliance with the NATO requirements and manage any additional user or technical driven requirement changes.
  • Coordinate with the NATO divisions the Business Change requirements or external project and manage any additional user or technical driven requirement.
  • Coordinate the day-to-day work of external consultants and in-house professionals, providing feedback and escalating performance issues to the Deputy Director PMO.
  • Perform any other related duty as assigned.

Essential Qualifications / Experience:

  • University Degree in Civil Engineering or related discipline and 6 years post related experience.
  • Or University Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.
  • Four years’ experience in infrastructure engineering related to the conception, evaluation, management, implementation and acceptance of large civil engineering projects.
  • Four years’ experience in planning and assessment of the detailed installation of command-and-control systems, IT systems, communications systems.

Language: English – SLP 3333 – (Listening, Speaking, Reading and Writing)Desirable Qualifications / Experience:

  • Deep knowledge of the NATO Governance and Management model for common funded capabilities.
  • Previous experience in the NATO Security Investment Programme.
  • Previous experience in the identification and specification of the structural infrastructure requirements for Military / Governmental hardened facilities.
  • Previous experience in co-operation with NATO/National Construction Agencies and Architecture/Engineering Consultants.

Attributes/Competencies:Personal Attributes:The duties require clarity of thought, sound consistent judgement, good interpersonal and communication skills and often a creative approach to bridge the challenge of the diverse application of varying national civil engineering standards and practices to a miscellany of geo-dispersed and dissimilar CIS, IT and Command and Control Systems and Sensors related projects which, in addition, may have with possible inherent political ramifications.Professional Contacts:Must be able to liaise effectively both within and outside the HQ with international military and civilian personnel up to the OF-8 level.
