- Collaborates with engineers, scientists, and other expert personnel at federal agencies, higher headquarters (HQ USAF, AF MAJCOMs, and FOAs) installation organizations, host nation agencies, other military services, and private organizations to ensure effective identification, evaluation, and provide a unique solution to complex engineering project management issues.
- Provides resource management support.
- Provides technical expertise to activities, staff, installations, and other organizations in order to resolve difficult/unusual facilities planning, design, construction, and/or maintenance problems/issues.
- Communicates critical issues to staff agencies, installations, and superiors.

The primary purpose of this position is to serve as a senior civil engineer program manager in support of Air Force Pacific Air Forces (PACAF). Position supports MAJCOM Strategic and Non-Strategic CE basing and beddown and associated Site Activation Task Forces (SATAFs) and/or operations processes. Performs facilities engineering program management for segments of a variety of Civil Engineering (CE) programs and funding sources for US and host nations to include Military Construction Program (MILCON); and Facilities Sustainment, Restoration, and Modernization Demolition (FSRM). Executes projects for substantial new construction, renovations, and improvements for real property facilities, encompassing highly specialized or unique requirements, in accordance with all DoD, Air Force, international agreements, and applicable host nation laws and regulations. Collaborates with engineers, scientists, and other expert personnel at federal agencies, higher headquarters (HQ USAF, AF MAJCOMs, and FOAs) installation organizations, host nation agencies, other military services, and private organizations to ensure effective identification, evaluation, and provide a unique solution to complex engineering project management issues. For General Engineer (0801), Civil Engineer (0810), Mechanical Engineer (0830) & Electrical Engineer (0850): Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.For Community Planning (0020): Degree: Community Planning; or related field such as Urban Affairs, Architecture, Landscape Architecture, Engineering, Sociology, Geography, Economics, Political Science, or Public Administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. -OR- Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.***Please provide college transcripts******Failure to submit a resume will result in non-consideration for this position***KNOWLEDGE, SKILLS, ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of the concepts, theories, policies, and procedures of one or more of the following professional fields in order to apply building design, construction, and project management practices and techniques: a) Architecture, biological science, or physical science, b). Environmental, civil, mechanical, electrical, fire protection, or general engineering, c). Community planning including Base Master Plans, Airfield Obstructions and Waivers, Space Utilization and Air Installation Compatible Use Zones.
- Thorough knowledge of design/construction standards, methods, practices, techniques, materials, and contracting procedures relevant to executing assigned contracts/projects.
- Knowledge of facility engineering, contract management, community planning and asset management principles, applicable public laws, DoD and AF concepts, theories, policies, directives, and procedures.
- Knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds.
- Ability to forecast, develop, and evaluate resource requirements pertaining to assigned project(s), and develop concise written technical information appropriate for any specific audience.
