About the position
This position is part of the Geospatial Program Office within the Architecture and Innovation Division. The Geospatial Program Office provides geospatial specific data leadership, guidance, policy direction, and oversight within the Washington State government. The office works closely with Geographic Information System departments and subject matter experts throughout Washington State agencies, local governments, federal agencies and tribal nations to provide partners and constituents with the geospatial information they require to make informed decisions.

Duties

Some of what to expect with this role:

  • Evaluate and test proposed technical solutions to identify gaps, trade-offs, and pros/cons relative to the requirements.
  • Utilize extensive knowledge of GIS application technologies (especially ArcGIS Enterprise Portal and ArcGIS Online) and application development standards to elicit business requirements.
  • Review data platform requirements with other interagency business teams.
  • Design the physical storage structure and create and maintain the data conventions used in storing hazard mitigation geospatial data for multiple agency use.
  • Design, develop and implement the data retrieval and interface for users and data publishers based on documented requirements.
  • Analyzes and resolves complex spatial data and technology interoperability problems involving multiple system integration issues.
  • Develop and administer the geospatial data standards, policies and procedures, particularly establishing data sharing standards and data repository appropriate for Category 2 & 3 data and temporal data.
  • Performs capacity planning and reporting for the solution and analyzes anticipated changes in data capacity.
  • Monitors data feeds from multi-agency/ intergovernmental partners, troubleshoots data feed issues and works with appropriate technical specialists at WaTech and partner agencies to resolve issues.
  • Maintain, automate, and test credentialing for users and data publishers to view and access data storage based on data sharing agreements.
  • Use Azure Active Directory for authentication into GIS environments.
  • Integrate data platforms with other enterprise datasets and IT systems.
  • Implement cloud testing and configuration for GIS in the Azure environment.

Here’s what we’re looking for:

  • Bachelor’s degree in computer science, geography, science or related field.

**Additional years of relevant experience or certification may substitute for the degree. **

  • Eight years of work experience in Geographic Information Systems with emphasis on data management and customer engagement.
  • Three years’ experience with Esri desktop GIS software (may be accrued concurrent with 8 years’ experience).
  • Two years’ experience working in ArcGIS Online including creating data, organizing groups and creating dashboards and applications (may be accrued concurrent with 8 years’ experience).

Preference may be granted to applicants with the following:

  • Two years’ experience with ArcGIS Enterprise Portal.
  • Experience with ArcPro Desktop software.
  • Experience managing projects and a strong understanding of project management principles and concepts.
  • Knowledge of environmental and/or science-based business areas.
  • Familiarity with commonly accepted IT industry standards and best practices.
